Currently, the whole province has more than 22,000 hectares of rice land, mainly distributed in all communes, wards and special zones in the province. In Binh Lieu commune, in 2025, the rice area reached over 876 hectares, but compared to the beginning of 2020, it still decreased by 13.3 hectares. Although the locality has a fairly large rice growing area, the infrastructure serving production is still lacking in synchronization, the application of science and technology in production is still not really effective; climate change is having an increasingly obvious impact... In that context, the issuance of Resolution 60/2025/NQ-HDND by the Provincial People's Council is considered a necessary and timely solution, creating an important legal corridor and financial basis for localities and people to remove "bottlenecks" in rice production, increase productivity, and enhance the value of rice in a sustainable way.
Resolution 60/2025/NQ-HDND is based on Article 15 of Decree No. 112/2024/ND-CP of the Government , detailing regulations on rice-growing land. The state budget to support rice production is allocated to the budgets of communes, wards, and special zones according to the approved rice-growing land area. In particular, the support fund is not less than 40% of the state budget to support people in carrying out the following activities: Using legal rice varieties for production; applying production processes, technical advances, and technologies to production; building demonstration models; organizing training, coaching, linking production and product consumption.
In addition, the Resolution also stipulates funding to support activities on improving and enhancing the quality of rice-growing land; assessing physical and chemical properties and building agro-chemical maps of land specializing in rice cultivation every 5 years; repairing and maintaining agricultural and rural infrastructure works in the management area; supporting the purchase of copyrights for rice varieties protected by the Ministry of Agriculture and Environment and suitable for mass production in the province, but not exceeding 1 billion VND/variety.
According to Ms. Trinh Thi Van, Chairwoman of the Board of Directors of Quang Ninh Seed Joint Stock Company, one of the practical benefits of the Resolution is to encourage localities to build demonstration models of new rice varieties with high yield and good quality. This is an important premise to gradually eliminate poor quality varieties, while expanding the planting area of key rice varieties with high economic value. These models are not only technical highlights but also create a spillover effect, helping people learn and replicate effective practices. The Resolution was issued in a timely manner, having a great impact on the province's agricultural production. Through the deployment of these resources, localities as well as people using rice-growing land have the conditions to apply technical advances to mass production of new rice varieties with high yield, good quality and more safety.
Resolution 60/2025/NQ-HDND not only provides financial support but also focuses on transferring science and technology, training human resources, and building an ecosystem to support sustainable agricultural production. From Resolution to action, the synchronous participation of all levels, sectors and people is a key factor to ensure the long-term effectiveness of the policy. Mr. Tran Van Thuc, Head of the Provincial Department of Crop Production and Plant Protection (Department of Agriculture and Environment), said: To help people access the policy early, increase the efficiency of rice production, protect the land and develop sustainable livelihoods, the unit assigned as an advisory agency will coordinate with the Department of Finance and relevant agencies to develop inter-sectoral guidelines to support localities, especially for rice producers in the province to apply synchronously, in accordance with regulations, and close to reality. Thereby, contributing to improving rice productivity and quality and promoting sustainable agricultural development in the province.
Resolution 60/2025/NQ-HDND is an effective agricultural policy "lever", motivating people to stick with agricultural production, while increasing the value of rice production, ensuring food security and developing the agricultural economy in a modern, effective and sustainable direction, aiming for the average value of land for crop production to reach over 150 million VND/ha by 2030.
