Every database must be shared.

On July 22, at the headquarters of the Ministry of Justice, a conference was held between the Ministry of Justice and Working Group No. 03 - Central Steering Committee on Science, Technology, Innovation and Digital Transformation Development (Steering Committee) on the deployment of national and specialized databases.

Speaking at the opening of the conference, Senior Lieutenant General Nguyen Van Long, Deputy Minister of Public Security, Deputy Head of the Steering Committee's Support Team, said that among the 11 important national and specialized databases; 116 specialized databases and other databases that need to be reviewed, there are many databases of the Ministry of Justice . In particular, the civil registration database is one of the particularly important national databases, because it is closely linked to each citizen, each person. The Ministry of Justice is the first place where the Support Team works to review and evaluate all database groups.

Minister of Justice Nguyen Hai Ninh said that with the pioneering spirit in digital transformation, the construction of the civil status database and many other specialized databases of the Ministry of Justice was implemented very early. Frankly admitting that "the Ministry of Justice has not reached the finish line early" and there are still many issues that need to be reviewed, the Minister affirmed his determination to digitally transform.

According to Director of the Department of Information Technology (Ministry of Justice) Pham Quang Hieu, in 2025, the Ministry of Justice must complete the construction of 6 databases including: civil registration database; legal aid database; civil judgment enforcement database; national database on handling of administrative violations; database on security measures and notarization database.

As a result, the Ministry of Justice has built and used: 2 databases, including the electronic civil status database and the database on security measures; is building 4 databases, including the legal aid database, the civil judgment enforcement database, the national database on handling administrative violations and the notary database. The Ministry has promptly adjusted the shared civil status registration and management information system to suit the 2-level local government organization model and has connected with the provincial administrative procedure settlement information system of 34/34 provinces and cities. By the end of July 20, 2025, the Ministry of Justice has completed the conversion of 401 million data to the shared civil status registration and management information system.

At the end of the conference, Deputy Minister Nguyen Van Long emphasized the requirement of absolute strict compliance that each database must ensure a common architectural framework. From that common architectural framework, a common platform will be formed. From the common platform of ministries and branches, a common platform for the whole country will be formed.

“The Ministry of Public Security is capable of ensuring data infrastructure for the Ministry of Justice. For data that the Government does not regulate, the Ministry of Justice is encouraged to rent infrastructure,” affirmed Mr. Nguyen Van Long. Deputy Minister Nguyen Van Long requested the leaders of the Ministry of Justice to direct the development of plans for each database, to be implemented early in July, and to clearly propose funding to ensure the smooth construction and operation of the databases.
