Since the beginning of 2025, Hue City has urgently established a Steering Committee, a working group, issued regulations, assigned tasks and a digital transformation plan. 100% of affiliated units have issued implementation plans on schedule. Propaganda work has been widely deployed.

According to Director of the Department of Science and Technology Nguyen Xuan Son, in the 2020-2025 period, the city has approved 72 research tasks, of which 54 tasks were completed and 29 tasks were applied in practice. The creative startup movement has developed strongly, helping to form 130 digital enterprises. Intellectual property activities have achieved outstanding results with 4 geographical indications, 10 certification marks and more than 80 collective marks granted.

Hue's digital transformation index is continuously among the top 5 localities in the country. Two-level online public services are deployed synchronously; 88.36% of people have electronic identification accounts, over 80% of adults have bank transaction accounts.

The city has issued a specific plan to implement Resolution 68-NQ/TW on private economic development, focusing on improving the investment environment, and strongly applying digital transformation to shorten the time for processing administrative procedures. 100% of procedures related to enterprises and business households are carried out online, transparently and with minimal paperwork.

Notably, Hue is accelerating the construction of an Innovation Center to serve incubation, technology transfer, and testing new policies to support startups. After the resolution was issued, more than 50 business households have transformed into enterprises; 2,000 households have received direct guidance on tax, fee, and charge policies; many practical supports have been implemented such as free digital signatures, electronic invoices, and accounting support in the first 2 years.

At the meeting, delegates recommended focusing on reviewing bottlenecks, attracting large investors, prioritizing research associated with the "three-house" model: State - Scientist - Business; developing synchronous infrastructure, with a clear roadmap and deadline.

Concluding the conference, Secretary of the City Party Committee Le Truong Luu affirmed that Resolution 57 not only has an orientational meaning, but is also the "key" to open up opportunities to realize aspirations, quickly moving towards the goal of building Hue into one of the country's major centers of science - technology, multi-disciplinary, multi-field, high-quality education and training. Resolution 68 creates a policy corridor to strongly promote the private economy, helping to realize the goal of mastering technology.

The Secretary of the City Party Committee requested that sectors continue to follow the consistent direction of the Central Government, while at the same time being innovative and creative in their approach. In addition to general projects, it is necessary to develop specific and clear projects for each area under their authority; prioritize the selection of key and key sectors and areas for implementation.

“Party committees and branches must report on the implementation plan and action program to implement Resolutions 57 and 68. The Department of Finance is assigned to draft the Private Economic Development Project, assess barriers, infrastructure, land policies, human resource training mechanisms; and propose appropriate solutions. Inspection and supervision work needs to be strengthened, members of the Steering Committee must be responsible to the Standing Committee of the Steering Committee for urging and supervising the implementation of the resolution and related documents,” Secretary of the City Party Committee Le Truong Luu requested.
