Transparency and fairness in mineral exploitation tax collection

(GLO)- Thanks to the close and responsible coordination between tax authorities and departments, branches and localities, the management and prevention of tax losses for mineral exploitation activities in Gia Lai province have achieved positive, fair, public and transparent results, contributing to ensuring revenue for the budget.

Close coordination, responsibility

Along with advising the Provincial People's Committee to grant licenses to mineral exploitation enterprises (MEEs) in accordance with regulations, in 2025, the Department of Agriculture and Environment (DARD) will continue to coordinate with the Provincial Tax Department to promote propaganda on regulations related to granting MEE licenses, management, and tax collection for MEE activities.

The Department also proactively shares information and databases on 178 KTTS licenses, locations and mineral reserves in the province that have been granted by competent authorities to enterprises, helping tax authorities manage and collect taxes correctly and fully.

The two units also coordinate to review and compare the mineral output declared by the enterprise for tax payment with the actual exploitation results report, ensuring fairness, publicity and transparency.

From the above important information and database, the Tax Authority has applied information technology to analyze and specifically determine the taxes and tax rates that must be collected.

In particular, the provincial Tax Department has designed and put into use a mineral mine map application throughout the province, publicly disclosing all information on the location of each mineral mine; mineral type, reserves and exploitation period; declared KTKS output and the amount of tax that enterprises have paid or still owe.

Enterprises and departments, branches and localities can access and participate in monitoring and feedback, helping tax management and preventing revenue loss in this field to be better and more effective.

Information related to the enterprise's compliance with tax obligations has also been sent by the tax authority to the Department of Agriculture and Environment, as a basis for consulting and recommending competent authorities to issue decisions on granting licenses, extending or transferring the right to conduct economic activities.

Mr. Truong Ba Vinh - Head of Geology and Minerals Department (Department of Agriculture and Environment) affirmed: The close and responsible coordination with the provincial Tax Department in the past time has contributed to helping the unit effectively carry out state management work in the field of minerals.

Thanks to the strengthening of monitoring of mineral exploitation activities through the camera system at mineral mines and comparing the actual mineral output of mining enterprises with the output declared by enterprises and tax obligations from the provincial Tax Department, the Department of Agriculture and Environment has promptly detected and handled violations related to mineral exploitation activities.

Thereby, contributing to saving, preventing waste of resources, meeting the needs of sustainable development, minimizing impacts on the environment. At the same time, creating a healthy investment and business environment, strengthening the trust of genuine enterprises, contributing more to the overall development of the province.

On the tax side, the cooperation and support from the Department of Agriculture and Environment and other units have brought about clear results in tax management, collection and prevention of revenue loss in the field of KTKS.

In the first 6 months of 2025, the whole province collected 86,466 billion VND in KTKS licensing fees (the old Binh Dinh province collected 49,185 billion VND and the old Gia Lai province collected 37,281 billion VND), reaching 82.3% of the estimate assigned by the Provincial People's Council (105 billion VND), an increase of 5.4% over the same period in 2024. At the same time, the tax authority has also identified a number of enterprises with tax arrears to collect the debt, ensuring fairness in fulfilling tax obligations.

Mr. Le Minh Nhut - Head of Provincial Tax Department - said: In the coming time, the Provincial Tax Department will continue to apply tax support policies to life, creating favorable conditions for enterprises to invest and develop their business; at the same time, closely coordinate with departments, branches and localities to manage and collect correctly and fully all taxes related to economic and technical activities to supplement the provincial budget, serving investment and economic development.
