
Pursuant to Article 31 of Decree 119/2024/ND-CP of the Government regulating electronic payment for road traffic, vehicle owners shall coordinate with road use payment service providers to convert existing toll collection accounts according to Decision No. 19/2020 of the Prime Minister to traffic accounts and connect non-cash payment means with traffic accounts before October 1, 2025.
Also according to Decree 119/2024/ND-CP, to pay road fees at toll stations using the non-stop electronic toll collection (ETC) method, vehicle owners need to open a traffic account connected to a non-cash payment method according to banking law instead of just using a toll collection account as it is now.
Regarding the regulation on converting toll collection accounts, currently the toll collection account is a traffic account and money is deposited to serve the payment of road fees. However, the Ministry of Construction is not a specialized unit in managing money in toll collection accounts.
During the process of drafting Decree 119, the Ministry of Transport (now the Ministry of Construction) agreed with the State Bank on a management method of separating toll collection accounts into traffic accounts connected to non-cash payment methods such as e-wallets or bank accounts, credit cards, etc. Vehicle owners have the right to choose payment methods to connect to traffic accounts.
According to information from the Vietnam Road Administration, there are 6.3 million vehicles nationwide using the ETC toll collection service, accounting for nearly 100% of the total number of cars nationwide. However, about 4 million people (about 70% of the vehicles using ETC) have not yet switched to a traffic account because many people do not know about the new regulations.
