Speaking at the opening of the congress, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee affirmed: The achievements and results obtained in implementing the international solidarity movement of the provincial armed forces are a recognition of the great contributions, a worthy reward, and the pride of the army and people of Thai Binh. The typical examples of collectives and individuals in the international solidarity movement demonstrate the excellent inheritance, further embellishing the tradition of "Solidarity, fighting, creativity, determination to win" of the armed forces of Thai Binh province. The Party Committee, government and people in the province firmly believe that under the glorious flag of the Party, with the invincible strength from the people, with the glorious tradition of the nation and the glorious tradition of patriotism and revolution of the homeland, the provincial armed forces will excellently complete all assigned tasks; achieve many new feats and achievements, contributing to building Thai Binh increasingly rich, beautiful and civilized.

In the period of 2019 - 2024, the emulation movement of the provincial armed forces has been closely linked with the local patriotic emulation movement, accompanying the major campaigns of the Party, State, and Army, creating great spiritual motivation, directly contributing to improving the overall quality, combat strength, and comprehensively completing local military and defense tasks. The outstanding results are that the provincial armed forces have mobilized people to donate over 100,000m2 ^of land, participating in 65,214 working days; mobilized businesses to support over 200 tons of cement, nearly 50 billion VND; built over 40km of concrete roads, nearly 70km of graded roads, over 60km of intra-field canals; donated many seeds, capital, production tools, helped renovate houses; supported healthcare, education, environmental protection, and disseminated laws. Participated in supporting the funds "For the poor", "Repaying gratitude", "Natural disaster prevention" with nearly 6 billion VND; built 17 gratitude houses, 3 comrade houses, donated 11 savings books, examined, consulted and gave gifts to policy beneficiaries worth nearly 3 billion VND. Mobilized more than 800 cadres, soldiers, militia and self-defense forces to coordinate with localities to repair over 200 policy houses, 10 martyrs' cemeteries; organized visits, presented gifts, bicycles worth over 100 million VND to 36 children in difficult circumstances, with good academic achievements; supported the construction of 10 comrade houses, 4 charity houses with an amount of nearly 1.3 billion VND, contributing to the good implementation of the military rear policy. In the period of 2019 - 2024, over 3,000 collectives and individuals were commended at all levels for their achievements in the TDQT movement.

Speaking at the congress, Major General Le Van Long, Deputy Commander of Military Region 3 and comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Secretary of the Provincial Military Party Committee acknowledged and highly appreciated the results achieved by the provincial armed forces in the past time. They requested the provincial armed forces to continue to thoroughly grasp and effectively implement the resolutions and directives of the superiors on innovation and promoting the patriotic emulation movement; promote the achieved results of the movement, actively innovate the content, form, and measures of emulation and reward work, promote the patriotic emulation movement; closely combine the patriotic emulation movement with patriotic emulation movements and campaigns of the province, creating a vibrant emulation atmosphere to contribute to improving the overall quality, level, combat readiness and combat strength, successfully carry out tasks, contributing to the comprehensive and solid transformation of the provincial armed forces.
