Deputy Prime Minister Nguyen Hoa Binh has just signed a telegram from the Prime Minister requesting relevant ministries, branches and units to urgently carry out the tasks assigned in Resolution 233/2024 on removing obstacles and difficulties for renewable energy projects.
The telegram clearly stated that there are still many tasks that have not been completed, and that have not yet resolved difficulties for the economy as reported by the Ministry of Industry and Trade . In particular, there are still some localities, ministries, branches, and agencies that have not fulfilled their responsibilities in resolving difficulties for projects.
Regarding the difficulties and obstacles in enjoying fixed electricity prices (FIT - Feed-in Tariff) of wind power and solar power projects, the Prime Minister assigned the Minister of Industry and Trade and General Director of Vietnam Electricity Group (EVN) to direct the review, propose and clearly recommend the handling plan stated in the document dated July 15 of the Ministry of Industry and Trade, on that basis, collect opinions from relevant ministries and agencies, synthesize, absorb, and explain to the Government before July 25.
The EVN General Director is assigned to direct the implementation and complete the handling of problems regarding the unification of electricity purchase and sale prices for rooftop solar power projects built on agricultural and forestry land with large capacity under the model of investment in aquaculture farms. The report on the results must be completed before July 25.

Localities were also assigned specific tasks. The Chairman of Lam Dong Provincial People's Committee was assigned to direct the handling of problems with wind and solar power projects that overlap with the planning of zoning for exploration, exploitation, processing and use of titanium ore/national titanium mineral reserve area (previously related to Binh Thuan province).
At the same time, handle the problems of projects that overlap the planning of zoning for exploration, storage, exploitation, processing and use of bauxite ore (related to Dak Nong province before).
The Chairman of the Dak Lak Provincial People's Committee was requested to direct the implementation and complete the handling of problems and difficulties of projects (Long Thanh 1 solar power) that overlap with the planning of the irrigation area of Ia Mor reservoir.
The Chairmen of the People's Committees of the provinces and cities including Dong Nai, Lam Dong, Khanh Hoa, Ho Chi Minh City and Dak Lak (according to the administrative boundaries after the merger) are responsible for directing the handling of problems related to land procedures of wind power and solar power projects mentioned in Conclusion 1027/KL-TTCP.
Specifically, it is necessary to completely resolve issues such as increasing land use area, land lease procedures, land use purpose conversion... for the 40 named projects.
The Chairmen of the People's Committees of the following provinces and cities: Dong Nai, Vinh Long, Dong Thap, Can Tho City, Phu Tho, Ho Chi Minh City, Khanh Hoa, Lam Dong and Dak Lak need to direct the determination of land areas used for agricultural and forestry farms with large-capacity rooftop solar power installations. The results of the implementation must be summarized and reported before July 25.
The Ministry of Agriculture and Environment is assigned to preside over and coordinate with the Ministry of Industry and Trade and localities to review and promptly resolve existing problems and difficulties related to overlapping planning/mineral reserve areas, irrigation planning, conversion of forest land use purposes, agricultural land, etc., and report to the Prime Minister on issues beyond its authority.
The Prime Minister requested relevant ministries, branches, localities and units to urgently and thoroughly resolve specific related tasks and problems for the project that fall under the authority of the agency, level, branch or locality; and be responsible to the Government and the Prime Minister for the completeness and accuracy of information, content, data and progress of reporting.
