For commune-level leaders, this is a big test. Commune-level leaders must work fundamentally, scientifically, methodically, closely, with a specific work plan, ensuring 6 clear things: "clear people, clear work, clear products, clear time, clear responsibilities, clear authority" and 2 no's: "no pushing, no shirking responsibility".

Along with that, the Minister of Home Affairs also noted to focus on perfecting the personnel apparatus, the team of communal-level civil servants to meet operational requirements, improve operational efficiency in the new context; review, evaluate, classify cadres, civil servants, encourage cadres, civil servants, and public employees who really cannot meet the requirements of the task due to difficult work, limited capacity, and limited health to voluntarily resign to make room for the younger generation, qualified civil servants, and new recruitment under contract.
