In 2019, in the context of attracting investment in the high-tech agricultural sector being promoted, FLC Group proposed and was approved by the People's Committee of Ha Tinh province to invest in a high-tech agricultural project. At that time, the investment commitment of FLC Group and related units promised to turn the land of more than 240 hectares (in Thach Van and Thach Tri communes, old Thach Ha district, now Dong Tien commune) into an advanced and modern agricultural production model, bringing high economic efficiency and creating jobs for local workers. However, up to this point, the land is still in a state of abandonment.

Mr. Pham Dinh Quy (Bac Dinh village, Dong Tien commune) shared: "The project has been prolonged for many years like this, which is a waste, when people do not have land for production, affecting economic development. If the project is not successful, I hope the State will reclaim and re-plan the areas so that people can rent them back for agricultural production and livestock raising."
After more than 5 years since the investment policy was approved, the investor still has not made any implementation moves. Perhaps only a warehouse and some experimental planting lines have been built, which have now been abandoned for many years. Agricultural production activities on the land have stagnated. The land, which was originally a source of livelihood for many households, is now abandoned, overgrown with weeds, wasting land resources. Furthermore, in the summer, sand and wind cause dust to fly everywhere, and in the rainy season, there is localized flooding; besides, this place has also become a garbage dump, polluting the environment.

Mr. Ho Viet Ly - Head of Toan Thang village, Dong Tien commune, worried: "Currently, the agricultural land fund of the people is being narrowed, affecting the daily income of the people. Meanwhile, hundreds of hectares of land of the project are left unused, causing great waste. In addition, this place is also polluted, especially in the rainy season, water from this area overflows and breaks many irrigation canal systems of residential areas near the project."
More importantly, after many years of not completing procedures to implement the project, the departments, branches and sectors of Ha Tinh province have repeatedly worked with and sent documents urging and requesting the investor to complete the documents and legal procedures, but the investor still did not cooperate. The silence and prolonged delay have made it difficult for the local government to manage, while the people have to face many difficulties and troubles.

Mr. Nguyen Duc Cong - Vice Chairman of Dong Tien Commune People's Committee said: "Due to the extension of the project, departments, branches and sectors have invited the locality to work with the investor, however, up to now, the project has not been terminated, this affects the use of land funds and slows down the local economic development, affecting people's lives. The government will continue to re-count and report to competent authorities for resolution, on the basis of re-planning to use land effectively".
The fact that a large project with a capital of hundreds of billions of VND has been "suspended" for a long time is not only an economic problem but also a problem of state management and investor responsibility. Hundreds of hectares of agricultural land that could have produced products are now wasted. It is time for a decisive decision from the competent authorities of Ha Tinh province to completely resolve this problem.
