Questioning on the issue of Home Affairs, Deputy Nguyen Thi Thu Nguyet (Dak Lak delegation) said that at the 4th session of the 15th National Assembly, the Minister of Home Affairs replied that he would soon resolve the situation of some agencies performing state management functions but not yet assigned civil servant positions.
“I would like to ask the Minister, with his responsibility, what has the Ministry of Home Affairs proposed to solve the above problem in the past? How will the reform of salary policy for this team be implemented in the coming time?”, said delegate Nguyet.
According to Deputy Pham Thi Kieu (Dak Nong delegation) , the construction of job positions is very important to build a salary reform policy. However, the construction has not been completed yet. The delegate asked the Minister to provide solutions to complete this task in the coming time?
Responding to Deputy Nguyen Thi Thu Nguyet, Minister of Home Affairs Pham Thi Thanh Tra said that currently there are a number of state management agencies but with a civil servant payroll.
According to her, this existence belongs to groups such as the forest rangers of national parks, traffic inspectors, animal quarantine... And this existence was before the Law on Cadres and Civil Servants in 2008 and the Law on Public Employees in 2010.
“The total number of these officials as of December 31, 2022 is more than 7,000 people. In fact, when reporting to the Central Steering Committee on payroll management, we reported this situation. This is a historical existence, it is necessary to change the position of officials to civil servants, to protect their rights and regimes in the future,” said Ms. Tra.
The Minister of Home Affairs informed that this agency has reported to the Government Party Committee and the Central Steering Committee on Staff Management about this issue. Currently, the Steering Committee is considering transferring these officials back to civil servants to properly implement their policies.
“In the future, we will propose to the Central Steering Committee on payroll management to ensure the implementation of salary policies for civil servants when performing state management tasks for these agencies,” Ms. Tra shared.
Responding to Deputy Pham Thi Kieu, the Minister of Home Affairs said that building job positions to prepare for salary reform policy as well as to restructure, improve quality and define public service responsibilities is an extremely important task.
Up to this point, the list of job positions has been completed. For administrative agencies, there are 866 positions, for public service units, 615 positions, and for commune-level civil servants, 17 positions. In particular, among the leadership positions, there is now Conclusion No. 35 of the Politburo. The total number of leadership positions and titles is 232 positions from the central to the commune level.
According to the Minister of Home Affairs, basically from 2016 to now, following the direction of the Central Steering Committee on staff management of the Politburo, ministries, branches and localities have basically built job positions, however, they are not complete, not ensuring science and foundation...
"Building job positions so that we can pay salaries according to job positions will meet the spirit of implementing the salary reform policy from July 1, 2024," said the Minister of Home Affairs, asking ministries, branches, localities and organizations to soon complete building job positions to implement the salary reform roadmap that will be approved by the National Assembly at this session.
