The National Assembly Standing Committee proposed to continue to fully and promptly concretize the Party's policies and viewpoints on the position, role, functions, powers and responsibilities of the Vietnam Fatherland Front in the new situation. At the same time, promptly adjust regulations on the organization and operation of the Vietnam Fatherland Front and socio-political organizations, mass organizations assigned by the Party and State to be directly under the Vietnam Fatherland Front.
The National Assembly Standing Committee proposed to determine the scope of amendments and supplements to the provisions of the Constitution related to the Vietnam Fatherland Front and socio-political organizations in Articles 9, 10 and Clause 1, Article 84.
Specifically, amend and supplement Article 9 in the direction of more comprehensive and general regulations on the principles, purposes, positions, functions, tasks, powers, responsibilities, basic organizational and operational principles of the Vietnam Fatherland Front and its member organizations according to the new organizational model after the arrangement and streamlining of socio-political organizations into the Vietnam Fatherland Front.

At the same time, general regulations on socio-political organizations are in the direction that: Vietnam Trade Union, Vietnam Farmers' Union, Ho Chi Minh Communist Youth Union, Vietnam Women's Union, Vietnam Veterans' Association are socio-political organizations under the Vietnam Fatherland Front.
Socio-political organizations are established on a voluntary basis, representing and protecting the legal and legitimate rights and interests of their members; organized and operating uniformly within the Vietnam Fatherland Front; together with other member organizations of the Democratic Consultative Front, coordinating and unifying actions under the leadership of the Vietnam Fatherland Front...
Regarding the amendment and supplement to Article 10, it ensures reasonable inheritance of the position and role of trade union organizations in previous Constitutions, consistent with the provisions of Article 4 and the proposed amendment and supplement in Article 9, in accordance with the organization of the Vietnam Trade Union after being arranged into the Vietnam Fatherland Front.
Supplementing regulations on the representative role of workers at the national level in labor relations and international relations on trade unions to affirm the important and irreplaceable position of the Vietnam Trade Union in labor relations, representing the working class and laborers, caring for and protecting the legitimate and legal rights and interests of union members and laborers.
Regarding amendments and supplements to Article 84 in the direction of no longer continuing to stipulate that central agencies of member organizations of the Front have the right to submit draft laws to the National Assembly and draft ordinances to the National Assembly Standing Committee.
Amendment and supplement of regulations on local government
The National Assembly Standing Committee proposed to determine the scope of amendments and supplements to regulations on local government in Articles 110, 111, 112, 114 and 115 of the 2013 Constitution.
Amend and supplement Article 110 in the direction of not providing too detailed regulations on the system of administrative units with the names of each type of unit according to 3 levels as present, but only providing general regulations, as a basis for reorganizing administrative units according to the 2-level model , including provinces, centrally run cities and administrative units below provinces and centrally run cities.
The Law on Organization of Local Government will provide specific regulations on administrative units below the provincial level including communes, wards, and special zones to meet the requirements of implementing administrative unit arrangement and ensuring the long-term stability of the Constitution.
Amend and supplement some technical contents in Articles 111, 112, 114, 115 in the direction of not using the term "local government level" to show the consistency of the local government organization model (including People's Council and People's Committee). This also avoids confusion, creating different understandings of local government organization.
In addition, review and adjust a number of regulations to match the organizational model of the political system after restructuring and streamlining.
At the same time, add transitional regulations to ensure that local governments operate smoothly and without interruption, in accordance with the planned roadmap for arrangement and merger.
