The scale of the exam in Ninh Binh province has a total number of candidates registered for the exam of 46,667 candidates, including 1,141 independent candidates (2018 General Education Program is 45,896 students; 2006 General Education Program is 771 students).

Examination Board No. 2 of Ninh Binh province includes the multiple-choice and essay examination marking area located at Nguyen Khuyen High School - Nam Dinh ward with full working rooms, equipment ensuring compliance with regulations, and is protected and monitored 24/7 by the provincial police force. The examination marking rooms and the multiple-choice examination marking area have enough cameras according to regulations.

Ninh Binh Department of Education and Training has proactively reviewed the conditions of facilities, equipment, fire prevention and fighting systems, security and safety conditions for exam marking, exam marking, and the working area of ​​the Secretariat to ensure safety, suitability with actual conditions and compliance with the requirements of the exam regulations.

Regarding the essay test marking, Ms. Minh Nguyet said that the test marking area is fully equipped with a power backup system, security cameras to monitor all the marking rooms and the Secretariat's office. The facilities for the test marking work such as stationery and metal boxes to store the examiners' belongings are fully prepared.

Ninh Binh Department of Education and Training conducts the marking of essay exams according to the 1-round marking method. The marking area is arranged on the 3rd floor of Building B, Nam Dinh Department of Education and Training (old) with full living conditions, organization of task implementation, ensuring security, safety, full computer system, office equipment serving the marking of exam exams.

Multiple choice test marking: Arrange two separate server and workstation systems to mark the test papers according to the 2006 and 2018 General Education Program, including two servers, 10 workstations, including two backup machines. Prepare scanners, UPS, camera systems, printers, LAN systems... to ensure that the multiple choice test marking is completed within the prescribed time.

"The total number of cadres mobilized to mark the exam this year in Ninh Binh province is 376 people, including: 15 people from the Examination Council, 32 people from the Marking Board, 36 people from the Examination Council Secretariat, 28 people from the Essay Marking Board for the 2006 General Education Program, 31 people from the Multiple Choice Marking Board for the 2006 General Education Program; the Marking Board for the 2018 General Education Program is 234 people" - Deputy Director of the Department of Education and Training of Ninh Binh Nguyen Thi Minh Nguyet emphasized.

After merging the province on July 1, 2025, the Department of Education and Training of Ninh Binh province has completed the Ninh Binh Provincial Examination Council and the Examination Council's Committees in accordance with the instructions of the Ministry of Education and Training to continue implementing the next stages of the exam with one Examination Council, many Examination Boards, Marking Boards, and Secretariat Boards in accordance with the current examination regulations and rules.

Through discussions with the leaders of the Ninh Binh Provincial Examination Council, Deputy Minister Pham Ngoc Thuong acknowledged and highly appreciated the organization of the exam marking; including the arrangement of police and inspectors to ensure security and safety, fire prevention and fighting, the electrical system was maintained and the coordination between departments was very smooth.

Despite implementing a two-level local government, Deputy Minister Pham Ngoc Thuong requested that the work of grading high school graduation exams in 2025 must ensure the "4 on-site" motto: On-site direction, on-site equipment, on-site human resources and on-site logistics.

"We need to be proactive and clear about the reporting regime, clear focal points and responsibilities. We must not force the progress, especially in essay marking, because it will lead to the risk of errors or wrong scores. The marking of exams must comply with regulations, ensuring the legitimate rights of candidates" - Deputy Minister Pham Ngoc Thuong clearly stated.
