On December 13, the Investigation Police Agency of District 4, Ho Chi Minh City initiated a case, prosecuted and detained Bui Thanh Khoa (40 years old, permanent resident of District 10, currently residing in Nha Be District) for the crime of Intentional Infliction of Injury. The decisions and orders were approved by the District 4 People's Procuracy.

Bui Thanh Khoa is the attacker of a girl on Khanh Hoi street, causing public outrage.

Specifically, on the morning of December 9, Ms. QTA (23 years old, living in District 1) was driving a SH motorbike on Khanh Hoi Street, from District 7 to Kenh Te Bridge. When arriving in front of house number 120-122 Khanh Hoi, Ms. A. was forced into the guardrail in the middle of the road by Khoa driving a Honda Air Blade with license plate number 59H1-547.48, leading to a collision.

Khoa then stopped the car, turned around and assaulted Ms. A. He hit her hard in the face, on the top of her head and kicked her in the face, causing Ms. A. to fall. Only when a 16-seat car driver in the opposite direction stopped to intervene did Khoa leave.

Ms. A. reported the incident to the Police Station of Ward 4, District 4, and went to District 4 Hospital to have her injuries examined. The injury certificate noted that Ms. A. had a bruise on her right cheekbone and a bruise on the mucosa of her lower lip measuring 2x2 cm.

Ms. A. also submitted a request for an injury assessment and criminal proceedings against Khoa. A passerby provided data from a dashcam, clarifying Khoa's violent behavior and requesting strict punishment.

According to District 4 Police, Khoa's aggressive and hooligan behavior not only caused injury to the victim but also demonstrated contempt for the law, occurred in a public place, and caused public outrage.
