Identifying budget collection as a key task, right from the beginning of the year, Thanh Hoa Customs Department has developed a plan and effectively implemented Directive No. 371/CT-TCHQ dated January 24, 2024 of the General Department of Customs on synchronous and drastic implementation of solutions to facilitate trade, improve the effectiveness of State management, and prevent revenue loss in implementing the task of collecting the State budget in 2024. In addition to implementing well the organization and implementation of professional tasks, the unit has strengthened administrative procedure reform, focusing on promoting the application of information technology in the process of handling customs procedures, creating the greatest convenience for import and export activities. Customs procedures in the electronic environment are carried out continuously. Software for customs declaration and the Customs Online Public Service System are operated stably. And in this aspect of work, Thanh Hoa Customs Department is always the leading unit in the Provincial Departments, Branches and Sectors Competitiveness Index (DDCI). Thereby, it has shortened the time to process procedures, quickly cleared import and export goods, and saved maximum costs for businesses.

Also in the past time, Thanh Hoa Customs Department has proactively diversified the forms of propaganda and mobilization of import-export enterprises to carry out customs procedures at the unit, associated with widely disseminating the content of support policies of the Central and the province, such as: Resolution No. 58-NQ/TW of the Politburo, Resolution No. 37/2021/QH15 of the National Assembly, Resolution No. 248/2022/NQ-HDND of the Provincial People's Council on promulgating policies to support international and domestic sea transport vehicles; supporting enterprises transporting goods by container through Nghi Son Port... In particular, Thanh Hoa Customs Department has focused on calling on shipping lines and enterprises to carry out customs procedures at the unit and import and export goods through Nghi Son Port. At the same time, mobilize large enterprises headquartered in the province but are carrying out customs procedures in other provinces to carry out procedures at Thanh Hoa Customs Department to contribute to supplementing the province's budget revenue.

Although the annual budget revenue is not high, because the enterprises registering for customs procedures are mainly engaged in processing and export production, since the beginning of 2024, Thanh Hoa Port Customs Branch has focused on timely and synchronous implementation of solutions. In particular, the coordination of State budget collection with commercial banks and the State Treasury has created favorable conditions for enterprises in the process of carrying out procedures and customs clearance of goods. At the same time, it has encouraged enterprises located in the customs management area to carry out procedures at the unit. The Branch has assigned officers to handle customs procedures 24/7, working on weekends, holidays, and Tet holidays, promptly resolving problems arising during the procedure process for enterprises... In addition, the unit has regularly updated the total tax amount arising on the Centralized Tax Accounting System to actively urge, collect enough and promptly collect revenues to the State budget...

Mr. Ngo Van Thanh, Head of Thanh Hoa Port Customs Branch, said that from the beginning of the year to August 15, 291 enterprises had carried out import and export procedures at the unit, much higher than last year. This contributed to raising the import and export turnover to 3.28 billion USD. Thanks to that, the State budget revenue of the branch from the beginning of the year to August 15 reached 303.7 billion VND, exceeding 161.56% of the target assigned by Thanh Hoa Customs Department.

According to the report of Thanh Hoa Customs Department, with the synchronous and drastic implementation of trade facilitation solutions, combined with many new changes in the world situation, import and export activities have improved since the beginning of this year. From the beginning of the year to August 15, 514 enterprises carried out customs procedures at Thanh Hoa Customs Department, an increase of 15.2% over the same period in 2023. Also during this period, import and export turnover reached 9.831 billion USD, an increase of 24% over the same period in 2023, raising the state budget revenue to 13,895.09 billion VND, an increase of 29.9% over the same period in 2023, reaching 102% of the target assigned by the Prime Minister of 13,550 billion VND.

Mr. Le Xuan Cuong, Deputy Director of Thanh Hoa Customs Department, said that based on the actual situation, the State budget revenue from import and export goods processed at the unit in 2024 is estimated to reach 19,814 billion VND, exceeding 48% of the target assigned by the Prime Minister. In the coming time, Thanh Hoa Customs Department will continue to focus on synchronously and drastically implementing solutions to facilitate trade, improve the effectiveness of State management, and prevent revenue loss in the task of collecting the State budget. At the same time, regularly grasp the implementation process of the production and business plan of Nghi Son Refinery and Petrochemical Plant to promptly update the situation, propose solutions to remove arising obstacles, and ensure the completion of the State budget revenue estimate in 2024.
