Perhaps after 50 years of national reunification, Ho Chi Minh City has never welcomed such a bustling and jubilant atmosphere as yesterday when simultaneously inaugurating the most modern domestic passenger terminal in the country, T3, of Tan Son Nhat International Airport, and starting the construction of the world-class Can Gio coastal urban area project.
Reviewing the construction process of the T3 terminal project, Prime Minister Pham Minh Chinh acknowledged the tireless efforts of the investor, Vietnam Airports Corporation (ACV), and the direct contractors, because according to the Prime Minister, the terminal with a designed capacity of 20 million passengers/year, serving 7,000 passengers/hour, has just started construction since August 2022, the requirement to finish on time at this time seems very difficult.
However, after more than 20 months of intense construction, "overcoming the sun, overcoming the rain", "working through holidays and Tet", with the highest spirit of the relevant parties, Terminal T3 was completed 2 months ahead of schedule, bringing to the people a new, spacious, modern project, applying technology for the first time in Vietnam. Prime Minister Pham Minh Chinh hopes that the success of Terminal T3 will be a premise to positively impact the construction progress of Long Thanh International Airport, which is being deployed, to basically complete the project this year, creating another miracle of exceeding the schedule in infrastructure construction.

T3 is the largest domestic passenger terminal in the country, helping to increase the total operating capacity of Tan Son Nhat airport to 50 million passengers/year. Not only completing the new infrastructure, the highlight at T3 terminal is the ACV Self Services system - a modern aviation technology solution being deployed at leading smart airports such as Incheon (Korea), Changi (Singapore). Passengers can check-in at the kiosk, drop off their luggage and move through the automatic control gate (e-gate) to board the plane. In particular, T3 terminal applies chip-embedded CCCD cards and facial recognition technology (Facial ID) in the check-in process, helping passengers save a lot of time and reduce negativity. This is a huge step forward for Vietnam's aviation industry. The official opening of the new terminal not only helps improve the experience of people and airlines, but also creates conditions for Tan Son Nhat airport to gradually become a dynamic aviation hub in the Asian region.
Expectation that Terminal T3 will positively affect Long Thanh airport construction
Meanwhile, the Can Gio coastal urban tourism project in Long Hoa commune and Can Thanh town (Can Gio district) carries the aspiration of Vingroup Group to form a world-leading ESG (environment, society and governance) urban area, demonstrating Vietnam's ESG level on the global map. "When put into operation, the project will become an important destination in the strategy of turning Ho Chi Minh City into an international economic - financial - tourism center, in line with the city's orientation," the Vice Chairman of the Ho Chi Minh City People's Committee emphasized.

TURNING OVER THE COUNTRY'S STRATEGIC INFRASTRUCTURE SITUATION
Together with Ho Chi Minh City, Prime Minister Pham Minh Chinh issued the order to start and inaugurate nearly 80 large, key projects and works, spanning the three regions of the North - Central - South. Of these, 47 inaugurated works are all large-scale projects with complex techniques, playing a very important role in serving socio-economic development. Notable among them are the completion of Rach Mieu 2 Bridge in Tien Giang and Ben Tre provinces, connecting the two banks of the Tien River; the opening of more than 18 km of the Ben Luc - Long Thanh Expressway project (in Ho Chi Minh City and Long An), bringing people from neighboring localities to attend the ceremony; and 4 component projects of the North - South Expressway Phase 2.
These four projects include two expressway projects: Bai Vot - Ham Nghi, 35.2 km long, Ham Nghi - Vung Ang, 54.2 km long in Ha Tinh; Bung - Van Ninh, 48.8 km long in Quang Binh; and Van Phong - Nha Trang, 83.3 km long (70.35 km put into use on April 19) in Khanh Hoa. Five expressway projects with a length of 227 km were completed/opened to traffic, bringing the total length of expressways nationwide to 2,268 km, aiming to connect 3,000 km across all regions of the country, connecting with the horizontal expressways and the beltways of Hanoi and Ho Chi Minh City to complete the national road backbone infrastructure.

Referring to the target of completing 3,000 km of expressways in this term, Prime Minister Pham Minh Chinh said that when taking office, the Government was very worried. Because after 20 years of starting to build the expressway system, by 2020, Vietnam had not yet reached 1,000 km of expressways. In 5 years, the target of adding 2,000 km means completing 4 times the number of 20 years ago. This is an extremely challenging task. However, up to now, we can trust and affirm that we will definitely complete, even exceed the target of 3,000 km of expressways from now until the end of the year.

Similarly, 33 newly started projects (including Can Gio coastal urban area) are all large-scale projects, playing a role in changing the urban appearance in a synchronous and modern direction, such as: Differential intersection between Ring Road 3.5 and Thang Long Avenue, Hanoi City; Component projects 1, 2 of Ring Road 2, Ho Chi Minh City; Terminal T2 of Dong Hoi Airport; upgrading and expanding Ca Mau Airport; Ninh Binh - Hai Phong expressway; AEON Hai Duong Commercial Center; Thai Nguyen University construction investment project step 3; Ca Mau General Hospital; infrastructure of Tran De Industrial Park; some social housing and resettlement areas in Vinh Phuc, Ha Nam, Long An, Vinh Long, Dong Nai provinces, etc.
Not stopping there, from now until the end of the year, Long Thanh International Airport Phase 1 and Noi Bai Terminal T2; Gia Binh Airport (Bac Ninh); Hanoi National Exhibition Center will be basically completed; national databases, digital infrastructure, social infrastructure, healthcare infrastructure, education, sports, culture, etc. will be put into operation; the Lao Cai - Hanoi - Hai Phong railway project will be accelerated; Hanoi - Vientiane expressway, Nam Dinh - Thai Binh - Hai Phong expressway, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) expressway; Hon Khoai seaport (Ca Mau), Can Gio, Lien Chieu and the North - South high-speed railway line is expected to start construction at the end of 2026...
These are projects that the head of the Government affirmed will turn the situation around and change the strategic infrastructure status of the country.
CREATE MOMENTUM, CREATE FORCE, CREATE POSITION FOR THE COUNTRY TO RISE UP AND BREAKTHROUGH
Synthesis from reports of ministries, branches and localities shows that 80 projects were started and inaugurated on this occasion with a total investment capital of about 445,000 billion VND. Of which, the total capital of projects started is 305,000 billion VND, the total capital of projects inaugurated is 140,000 billion VND. State budget capital is 185,000 billion VND; non-budget capital is 260,000 billion VND.
The Prime Minister emphasized that this is the first time our country has recorded such a large investment resource deployed at the same time, helping to complete the socio-economic infrastructure, a synchronous and modern strategy, taking public investment as the leading factor for private investment, activating and unleashing all resources to develop the country. This is one of the important solutions to carry out the task of promoting economic growth to reach over 8% in 2025; creating momentum, force and position for double-digit economic growth in the following years.
"The inauguration and commencement of projects of strategic significance, realizing the policies of the Party and State in comprehensive and inclusive strategic infrastructure development, overcoming bottlenecks in traffic, socio-economic infrastructure, creating a new foundation and space for socio-economic development, protecting security and defense for localities, regions and the whole country; is an important driving force to promote growth and development of the country in the new period. At the same time, creating breakthroughs in economic connectivity, regional connectivity, national connectivity, international connectivity; widespread, synchronous, comprehensive connectivity, improving the efficiency of infrastructure exploitation, promoting economic development, creating added value of land, forests, rivers, water... contributing to improving the spiritual and material life of people in areas with projects, enhancing national competitiveness", Prime Minister Pham Minh Chinh stated.
Fully implementing the Prime Minister's directive "in times of difficulty, the whole country must unite for a common goal, for the benefit of the people, the nation, and the people; harmonious interests, shared difficulties", Deputy Minister of Construction Pham Minh Ha said that the construction industry is determined to complete projects synchronously and on time or even ahead of schedule. The implementation and completion of a series of projects not only contributes positively to the recovery and socio-economic development, but also creates a solid foundation for the country to enter a new era - the era of national development. The projects that have just been started will also contribute to realizing the goal of development and economic growth at a double-digit rate according to the orientation and direction of the Politburo, the Secretariat, the Government, and the Prime Minister.
By 2024, Vietnam has achieved important goals, such as GDP per capita reaching nearly 5,000 USD, surpassing the low average. Regarding infrastructure, 80 key national projects have just been inaugurated and started construction. If from now until the end of the year there are no special obstacles such as Typhoon Yagi last year, we will certainly achieve the goals of strategic infrastructure related to social security and national defense.

Groundbreaking ceremony for Can Gio sea encroachment super urban area
The Can Gio coastal urban tourism project is located in Long Hoa commune and Can Thanh town (Can Gio district, Ho Chi Minh City), with a total area of 2,870 hectares, developed according to the most progressive urban model in the world today - ESG (environment, society and governance).
Boston Consulting Group (BCG), the world's leading management consulting group in the US, will be participating in strategic consulting for the project. The two sides will work closely to meet the strictest environmental criteria, optimize energy and water, prioritize the use of recycled materials, and build a smart urban management system. In particular, with the goal of developing an urban area using classified renewable energy, Vingroup will invest in developing a wind power system 10 km offshore to provide clean electricity for the megacity and open up a green future for the entire region.
