And now, we are entering the era of national growth, starting with the important event - the 14th National Party Congress. The previous era creates the premise for the next era, the next era inherits and develops the achievements of the previous era, making national independence and socialism increasingly blend and develop continuously. The Party's will blends with the people's heart and aspiration to bring the country forward into a new era. The era of national advancement is an era of breakthrough development, accelerated under the leadership of the Party, successfully building a socialist Vietnam that is rich, strong, democratic, fair, civilized, prosperous, and happy; catching up with, advancing together, and standing shoulder to shoulder with the world powers. The top priority in the new era is to successfully implement the strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045 it will become a developed socialist country with high income; all people will be comprehensively developed, have a prosperous, free, happy, and civilized life. The time to start the new era is the 14th National Party Congress, when we successfully completed the renovation process after 40 years of persistent work and creativity and achieved great achievements. From a poor, backward, low-level, besieged and embargoed country, Vietnam has become a developing country with average income, deeply and widely integrated into world politics, the global economy, and human civilization, taking on many important international responsibilities, and promoting an active role in many important multilateral organizations and forums. Independence, sovereignty, unity and territorial integrity are maintained; national and ethnic interests are guaranteed. The size of the economy in 2023 will increase 96 times compared to 1986. Vietnam is in the group of 40 countries with the largest economies in the world, the top 20 economies in trade and foreign investment attraction; has diplomatic relations with 194 countries and territories across five continents; builds strategic cooperative partnerships and comprehensive strategic partnerships with all major powers in the world. The lives of 105 million people have improved significantly, the poverty rate has decreased sharply; the Millennium Development Goals have been achieved early. Political, economic, cultural, social, scientific-technological, national defense and security potentials have been continuously enhanced. From now until 2030 is the most important period to establish a new world order, this is also the period, strategic opportunity, the final stage of the Vietnamese revolution to achieve the 100-year strategic goal under the leadership of the Party, creating a solid foundation to achieve the goal of 100 years of national founding. The important thing is that we maximize the strength of national solidarity, the efforts and high determination of the entire Party, people, army and the entire political system to join together, realizing the aspiration to develop a prosperous and happy country. General Secretary To Lam: In the process of leading the Revolution, our Party has constantly researched, developed, supplemented, and perfected its leadership methods, and improved its leadership and governance capacity. The country is facing a new historical moment, posing an urgent need to strongly innovate its leadership methods and improve the Party's leadership and governance capacity to lead our nation forward strongly. In response to the need to increase resources and mobilize people's strength for the cause of national construction and development, on October 29, 2024, the Politburo issued Decision No. 192-QD/TW to strengthen the Central Steering Committee on preventing and combating corruption, waste and negativity, in which the task of preventing and combating waste was added, focusing on preventing and combating waste in the management and use of public finance and public assets, moving towards the whole society having to practice thrift and combat waste.
