On the morning of October 4, the survey delegation of the Standing Committee of the Provincial People's Council led by Mr. Mai Nhu Thang, Deputy Head of the Ethnic Minorities Committee of the Provincial People's Council, had a working session and survey at the People's Committee of Nhu Xuan district on the management, use, and handover of agricultural and forestry land to localities for people to produce until June 30, 2024.

The survey team included representatives of the Departments of Agriculture and Rural Development, Natural Resources and Environment, and representatives of the leaders of Nhu Xuan district and the Song Chang Protective Forest Management Board.

Leaders of Nhu Xuan district reported the results of management, use, and handover of agricultural and forestry land to localities for people to produce until June 30, 2024.

From 2019 to the end of July 2024, Nhu Xuan district received an area of ​​925.81 hectares according to the decisions of the Provincial People's Committee, including the Song Chang Protective Forest Management Board in Hoa Quy commune with an area of ​​70.54 hectares and Thanh Hoa Rubber One Member Co., Ltd. in the communes of Xuan Binh, Bai Tranh, Xuan Hoa with an area of ​​855.27 hectares.

In order to improve the efficiency of land use, in the fourth quarter of 2023 and the first 6 months of 2024, the People's Committee of Nhu Xuan district coordinated with the consulting unit of the Department of Natural Resources and Environment, the Song Chang Protective Forest Management Board, the People's Committee of Hoa Quy commune and related units to develop a land use plan to submit to the Provincial People's Committee for approval in accordance with the provisions of law. By the end of June 2024, the basic land use plan was completed.

Up to now, the management and use of land at the farm and the Protective Forest Management Board have had many positive changes. However, the management and use have not been highly effective; the settlement of disputed, overlapping, encroached land areas, land areas no longer in need of use and land areas with houses and construction works from previous years that have existed for a long time in the area have not been completely resolved, affecting the security and social order in the area; the settlement of the need for lack of residential land and production land for local people has encountered many difficulties. According to the review results, up to now, the total area proposed to be recovered from Bai Tranh Farm and Nhu Thanh Protective Forest Management Board to be handed over to local management is about 195.70 hectares that have not been resolved.

In the coming time, Nhu Xuan district will focus resources, coordinate with farms and the Protection Forest Management Board to completely handle the work related to land management and use of farms and Protection Forest Management Boards in the area; coordinate with the Department of Natural Resources and Environment, Department of Agriculture and Rural Development, Bai Tranh Farm, and Nhu Thanh Protection Forest Management Board to supplement and complete the dossier to submit to the Provincial People's Committee to recover the remaining area that has been reviewed.

At the monitoring session, delegates discussed and evaluated the results achieved, difficulties, problems, and limitations that have not been resolved.
