In the Program, the Provincial People's Council will review and give opinions on the socio-economic situation in 2024, the socio-economic development plan in 2025; results of the implementation of the budget revenue and expenditure estimates in 2024; estimates and budget allocation plans for 2025; situation and results of the implementation of the public investment plan in 2024, expected public investment plan in 2025; development investment capital plan from the Central Budget to implement 03 National Target Programs in 2025, adjusting the medium-term public investment plan for the period 2021 - 2025 from the local budget.

Impressive GRDP growth, ranked 13th nationwide

Thanks to the drastic and synchronous participation of the entire political system, the joint efforts of the people and businesses; the socio-economic situation has had very positive changes; it is expected to complete and exceed 27/28 main targets of the 2024 plan.

Economic growth and development of industries and sectors have recovered positively, including notable bright spots: The growth rate of gross regional domestic product (GRDP) is estimated to increase by 9.01% (ranked 2nd in the North Central region, 3rd in the North Central and Central Coast region (after Thanh Hoa, Khanh Hoa) and 13th in the country); in which, the agriculture, forestry and fishery sector is estimated to increase by 4.14%; the industry - construction sector is estimated to increase by 13.61% (industry alone increased by 15.82%); the service sector is estimated to increase by 7.88%; product tax minus product subsidies is estimated to increase by 8.08%.

State budget revenue is estimated at VND 23,751 billion, exceeding the estimate by 49.3%, exceeding the 2023 estimate by 10.4% (the third consecutive year exceeding the VND 20,000 billion mark, the highest ever and approaching the budget revenue target of the 19th Provincial Party Congress); of which, domestic revenue is estimated at VND 22,000 billion, revenue from import-export activities is estimated at VND 1,650 billion. 19/21 districts, cities and towns exceeded the revenue estimate assigned by the Provincial People's Council.

Agricultural, forestry and fishery production continued to maintain stable growth. Total grain output was estimated at over 1.23 million tons, up 0.93% over the same period. Livestock production developed well, disease prevention and control for livestock and poultry were basically controlled. The area of ​​newly planted concentrated forests was estimated at 20,500 hectares, wood output was estimated at 1.6 million m3. Total aquatic product output was estimated at 266,500 tons.

Industrial production has strongly recovered; Industrial production index is estimated to increase by 11.5%, of which processing and manufacturing industry increased by 10.5% (especially production of electronic components and auto parts is estimated at 580 million products, double compared to the same period). Total retail sales of goods are estimated at 107,000 billion VND, up 12.5%; Total export turnover is estimated at 3.7 billion USD, of which export turnover of goods is estimated at over 3.2 billion USD (the 4th consecutive year exceeding the target of the Provincial Party Congress Resolution).

The work of directing, operating, urging to accelerate the progress of implementation and disbursement of public investment plans and 3 National Target Programs has been carried out drastically from the beginning of the year. Establishing 01 provincial-level working group, 02 department-level working groups and assigning tasks to Vice Chairmen of the Provincial People's Committee and related departments and branches to monitor each project; 100% of investors have made commitments and developed monthly disbursement plans; reviewing and summarizing disbursement progress every 10 days. Timely reviewing, resolutely adjusting and cutting down capital plans for projects with slow progress, inability to implement or not implementing as committed to supplement capital for projects with good progress.

As of November 30, 2024, the total disbursed public investment capital was VND 7,166,388 billion, reaching 69.65% of the total plan. Excluding the newly allocated additional VND 363,308 billion in Decision No. 1306/QD-TTg dated November 1, 2024 of the Prime Minister, the disbursement rate reached 72.2% (higher than the same period of 67.17% and higher than the national average (60.43%). It is expected that by the end of 2024, the total disbursed public investment capital will reach over 95% of the total plan.

Works and projects, especially key works in the province (such as the Vinh - Cua Lo phase 2 road, the road connecting National Highway 7C to Ho Chi Minh Road, the coastal road) are focused on directing, completing and putting into use. Investment attraction continues to be a bright spot, with the total newly granted and increased investment capital of projects reaching over VND 59.62 trillion (as of November 30, 2024); of which foreign direct investment (FDI) attraction reaches approximately 1 billion 568 million USD (expected to reach over 1.69 billion USD for the whole year, the highest ever, expected to maintain the top 10 localities attracting FDI nationwide).

Social security is guaranteed: The province has supported jobs for more than 48,500 workers, the poverty rate has decreased to 4.12% (down 1.07% compared to the beginning of the year).
Continue to effectively implement the Program to mobilize and support the construction and repair of houses for the poor and those with housing difficulties. Up to now, 11,976 houses have been built and repaired, meeting 73% of the needs for the entire period of 2023-2025. The rate of cultural villages and hamlets reached 69.8%, and the rate of cultural and sports facilities in wards and communes meeting standards reached 79.3%.
