From a district with a low starting point, after 12 years of building new rural areas, Ha Trung district (Thanh Hoa) has had a flexible and creative approach, bringing the average income per capita of the whole district to 53.68 million VND/year.
Mr. Le Van Dau, Secretary of Ha Trung District Party Committee, Thanh Hoa Province, said that Ha Trung District is a land rich in historical, cultural and revolutionary traditions. It is the birthplace of many heroes who have brought glory to their homeland and country. It is the birthplace of the Nguyen Lords and the Nguyen Dynasty.
In 2011, like other localities in the province, Ha Trung started to build a new rural area (NTM) from a low starting point. Being a purely agricultural district, the infrastructure system serving production and life is still lacking and weak. Investment resources for development are still limited, production is fragmented, small-scale households, the district's production value only reached 4,349 billion VND, average income per capita only reached 12.4 million VND/year, the poverty rate is high (accounting for 20.78%).
Realizing that this is a big challenge, requiring a strategy, the Ha Trung District Party Committee has mobilized the entire political system to join hands in building the new rural area with a specific roadmap, taking the motto "Flexible, practical, effective, sustainable" to apply appropriately to each locality and facility.
Along with that, the District Party Committee, People's Council, and People's Committee have issued many important resolutions and plans such as: resolution on agricultural development and new rural construction for the 2021-2025 period; resolution on industrial development associated with urban development for the 2021-2025 period, with a vision to 2030; resolution on strengthening the leadership of Party committees at all levels in mobilizing people to participate in donating land to expand rural roads...
At the same time, the district has actively and proactively coordinated with relevant departments, branches and units of the province to plan many important strategic projects for socio-economic development. In particular, the construction planning of Ha Trung district until 2045 is in the direction of urban development.
“The early and synchronous implementation of planning work has helped Ha Trung district identify specific directions to focus resources and prioritize investment in building important traffic routes. From there, promote the development of industry, small-scale industry, and rural occupations to create jobs for local workers,” Mr. Dau shared.
To do this, Ha Trung district has encouraged and promoted investment attraction, developed new enterprises, and created favorable conditions for enterprises to develop production and business. Up to now, there are over 300 enterprises operating in the district, contributing to creating jobs for tens of thousands of workers with stable incomes of 5 - 10 million VND/person/month. Thanks to that, in 2023, the average income per capita of the whole district will reach 53.68 million VND/year; the poverty rate will decrease to 2.28%.
Along with business development, Ha Trung district also focuses on promoting the restructuring of the agricultural sector towards increasing the value of products to meet market demand. From traditional, fragmented agricultural production in 2011, up to now, the whole district has accumulated and concentrated 634.34 hectares of agricultural land, developed concentrated, large-scale agricultural production models, applied high technology, associated with building a chain from production to product consumption.
“The 12-year journey of implementing the new rural construction is a test of the entire political system, especially the role of the people. With the motto "People know, people discuss, people do, people inspect, people enjoy", the resources mobilized from the people reached more than 6,643 billion VND (accounting for 55.2%) of the total resources for building new rural areas. Up to now, the whole Ha Trung district has 19/19 communes meeting new rural standards, 3 communes meeting advanced new rural standards, 1 commune meeting model new rural standards; 131/133 villages meeting new rural standards, 20 villages meeting model new rural standards, Ha Trung town meeting civilized urban areas", said Mr. Dau.
According to Mr. Dau, building a new rural area is a regular and continuous task, with a starting point but no end point. Ha Trung district sets the goal of continuing to strive to build the district to meet advanced new rural standards and by 2030, basically meet the criteria of a type IV urban area.
