At the province-wide online conference on the implementation of the state budget public investment plan in 2024 held at the end of October 2024, the Chairman of the Provincial People's Committee launched the "60-day and night campaign to accelerate and complete the disbursement of public investment capital in 2024". Responding to this campaign, sectors and localities in the province have been taking drastic actions with the goal that by December 31, 2024, the whole province will disburse 100% of the allocated capital.

The additional bidding package of the Project of embankment to prevent landslides on the left and right banks of Chu River in Van Ha Bridge area, Thieu Hoa district and the left embankment of Len River, Ha Trung district is being urgently constructed.

In late November 2024, after nearly 1 month of the "60-day - night campaign to accelerate and complete the disbursement of public investment capital in 2024" being launched, the construction atmosphere at a number of projects in Nga Son, Vinh Loc, Thieu Hoa districts... took place very urgently. Reporters' observations at the construction site of the Project to Renovate and Upgrade the Traffic Route from Giáng Pagoda to Nam Giao Altar to National Highway 45, Vinh Loc Town (Vinh Loc) and the Project on the Drainage System in Vinh Loc Town and neighboring communes of Vinh Loc District showed that the construction unit mobilized all resources from machinery to workers to complete the items, ensuring the capital disbursement progress as required by the investor.

Mr. Le Anh Duy, Director of the Project to Renovate and Upgrade the Traffic Route from Giang Pagoda to Nam Giao Altar to National Highway 45, said: “The project started in August 2024, the construction process encountered many difficulties due to the impact of the weather as well as the project being located in a residential area,... which affected the progress. However, as soon as the Chairman of the Provincial People's Committee and the Chairman of Vinh Loc District People's Committee launched the "60-day - night campaign to accelerate and complete the disbursement of public investment capital in 2024", the Vinh Loc District Investment and Construction Project Management Board, the consulting and supervising unit, and the construction unit met to discuss and develop a plan to speed up the construction progress. From the end of October to the beginning of November 2024, the construction unit mobilized machinery and human resources to work in "3 shifts, 4 teams", so by the end of November 2024, the construction volume had reached nearly 60%. The project is expected to be completed before Tet. At Ty 2025, 5 months ahead of schedule.

Regarding the Drainage System Project in Vinh Loc town and neighboring communes of Vinh Loc district, Mr. Nguyen Hong Son, Chairman of the Board of Members of Construction and Infrastructure Development Company No. 27 - the project contractor, said: "After the "60-day - night campaign to accelerate and complete the disbursement of public investment capital in 2024" was launched, under the direction of Vinh Loc District People's Committee, the company has increased 2 more construction teams with the goal of completing 3 more concrete and reinforced concrete drainage lines by the end of the campaign".

The project to renovate and upgrade provincial road 524, Nga Son district is speeding up construction progress to ensure capital disbursement on schedule.

It is known that the Drainage System Project for Vinh Loc Town and neighboring communes of Vinh Loc District has a total investment of more than 42.9 billion VND; the scale of construction is 14 concrete and reinforced concrete drainage lines and dredging and clearing the flow of 10 existing earthen canals. Currently, the construction unit has completed 5/14 concrete and reinforced concrete drainage lines, reaching 30% of the project volume.

According to Mr. Trinh Tuan Vu, Director of the Vinh Loc District Construction Investment Project Management Board, the results of project and construction works are the basis for capital disbursement, so the task that the district is interested in implementing is to focus on resolving difficulties and obstacles; urging and regularly checking the progress of project and construction works. By November 15, the district had disbursed 119.2 billion VND, reaching 96.6% of the plan. In particular, responding to the "60-day - night campaign to accelerate and complete the disbursement of public investment capital in 2024", in November 2024, the district disbursed an additional 26 billion VND from additional capital sources.

In Nga Son district, immediately after the campaign was launched, the district organized a meeting between investors, contractors, and construction units to discuss solutions and plans to speed up the implementation of projects in the area, focusing on 3 projects that have just received additional capital. According to the Director of the Nga Son District Construction Investment Project Management Board, Mr. Nguyen Thanh Phong, along with the 101 billion VND disbursed, the district strives to disburse 100% of the additional capital by December 31 for the Hoat River Right Dike Renovation and Upgrade Project from K27+700 to K43+100, Nga Son district (16.2 billion VND) and the Provincial Road 524 Renovation and Upgrade Project, Nga Son district (26.216 billion VND).

Not only localities, responding to the "60-day-night campaign to accelerate and complete the disbursement of public investment capital in 2024", the sectors and units assigned capital are also urgently implementing solutions to complete the disbursement according to the plan regardless of difficulties and challenges. Evidence shows that, after a lot of efforts, by the end of November 2024, the Thanh Hoa Agricultural and Rural Development Project Management Board has disbursed 85% of the capital plan of the Project on embankment to prevent landslides on the left and right banks of Chu River in the Van Ha bridge area, Thieu Hoa district and the left embankment of Len River (Ha Trung). It is expected that by the end of the campaign launched by the Chairman of the Provincial People's Committee, the board will disburse 230/230 billion VND, reaching 100% of the project's capital demand. Currently, additional items of the project in the Van Ha bridge area (Thieu Hoa) are being urgently constructed. Mr. Le Lenh Phong, Deputy Director of Thanh Hoa Agricultural Construction Joint Stock Company, and Commander of the additional package, said: “With the determination to complete the package on schedule, the company is flexibly deploying construction teams according to the development of high tides, even organizing construction at night. Currently, the package volume has reached 80%; striving to complete the package before December 12 and accept it according to regulations.”

Launching the campaign at the "final" time is extremely important; the campaign's goal is also very clear, by December 31, 2024, the whole province will disburse 100% of the allocated capital. With the spirit and determination of the units and localities, it is certain that the set goals will be achieved on schedule as stated by the Chairman of the Provincial People's Committee: "We are confident enough to complete the campaign's goals based on the results achieved from the beginning of 2024 to present as well as the spirit, responsibility and synchronous and drastic participation from the province to the grassroots level".
