Over 10 billion VND to support agricultural digital transformation equipment

In order to concretize Resolution No. 08 of the Hanoi People's Council on Regulations on a number of policies to encourage agricultural development, the Hanoi People's Committee plans to allocate more than 10 billion VND from the Hanoi city budget to supplement the districts to support machinery and equipment for digital transformation in agriculture.

Mr. Nguyen Manh Quyen, Vice Chairman of Hanoi People's Committee, said that in 2024, Hanoi plans to implement the project in Son Tay town and 6 districts including Thanh Oai, Ba Vi, Me Linh, Soc Son, Gia Lam, and Quoc Oai. It is expected to support 28 facilities with a total budget of VND 3,657 billion. In 2025, it is expected to implement the project in the districts of Thach That, Son Tay, Thanh Oai, Ba Vi, Me Linh, Soc Son, and Quoc Oai for 49 facilities, with a support budget of VND 6,551 billion.

Currently, Hanoi has built 285 agricultural production models applying high technology and digital transformation. The value of high-tech and digital transformation agricultural products currently accounts for about 40% of Hanoi's total agricultural production value. Effective application models are concentrated in the districts of Me Linh, Gia Lam, Thuong Tin, Dong Anh, Thanh Oai, Dan Phuong, etc.

In general, digital transformation in the agricultural sector has initially created changes from awareness to specific actions on digital transformation in agencies, units, organizations and individuals participating in the production and business chain of agricultural, forestry and fishery products. Some software applications of digital technology in data creation and service provision for production and business establishments have been effective and highly appreciated...

Mr. Nguyen Van Hanh, Director of Hai Anh Safe Vegetable Cooperative, Van Noi Commune, Dong Anh District (Hanoi), said that the cooperative has more than 20 hectares of safe vegetable production according to VietGAP standards. The cooperative has applied technology in registering QR codes integrated with information on product traceability such as production processes, harvesting, packaging, etc., thereby creating trust with consumers.

Similar to Mr. Pham Van Cuong's family in Yen So commune, Hoai Duc district (Hanoi), his family has 1 hectare of commercial fish farming. Thanks to the application of science and technology, from water treatment in the pond to selecting breeds and taking care of fish according to VietGAP process, the fish grow quickly and are resistant to diseases. After 5 months of farming, the fish grew well, were healthy, uniform, and had no disease outbreaks. The yield reached more than 12 tons/ha, with profits 10% to 15% higher than conventional fish farming.

According to Ms. Nguyen Thi Thu Hang, Head of the Hanoi Department of Quality, Processing and Market Development (Hanoi Department of Agriculture and Rural Development), the Hanoi Department of Agriculture and Rural Development has supported cooperatives and enterprises in developing a system to trace the origin of agricultural, forestry, aquatic and food products in Hanoi (https://check.hanoi.gov.vn). Currently, the system has granted management accounts to 3,430 establishments which are cooperatives, production, processing, preliminary processing and packaging establishments of agricultural, forestry and aquatic products with 13,353 sets of product traceability codes.

However, the representative of the Hanoi Department of Agricultural, Forestry and Fishery Product Quality Management acknowledged that the application of information technology by enterprises and cooperatives has largely failed to meet the needs of digital transformation. The reason is that there is no large database for production, lack of transparency in product origin, and lack of connection and information sharing in the stages of production, management, logistics, and trade... In addition, the application of information technology in the chain of safe agricultural product quality management requires a large amount of money, while the resources of enterprises and cooperatives are limited, so investment is patchy and unsynchronized...

According to Mr. Ta Van Tuong, Deputy Director of the Hanoi Department of Agriculture and Rural Development, digital transformation is a mandatory need that can create a breakthrough in economic development in general, the agricultural sector and the quality, processing and consumption of agricultural, forestry and fishery products in particular. In the coming time, the Hanoi Department of Agriculture and Rural Development will continue to research and build a platform for tracing the origin of agricultural products using blockchain technology. Test, transfer and apply digital agricultural models and solutions suitable to Hanoi's conditions.
