On the morning of October 9, the Provincial Union of Science and Technology Associations coordinated with the Department of Industry and Trade to organize a consultation and review workshop on the Project "Developing high-tech, environmentally friendly industries, based on the capacity to connect foreign enterprises with domestic enterprises, synchronizing industrial, service and urban development".

At the workshop, the consulting unit (Institute for Strategy and Policy Research in Industry and Trade) reported a summary of the content of the draft Project.
Accordingly, the Project consists of 4 parts: Current status of development of high-tech industries linking foreign enterprises with domestic enterprises; viewpoints, orientations and development goals; tasks and programs to promote development linkages; some solutions, policies and implementation organizations.
The project provides an overview of the current industrial development situation in Ninh Binh province. By 2023, the province's total GRDP will reach over VND 88,947 billion (at current prices), bringing the province's economy in the period from 2016-2023 to a growth rate of about 8.4%/year, higher than the country's economic growth in the same period (reaching 5.9%/year).
From 2015 to present, the province's industrial value has been mainly contributed by two groups of mechanical manufacturing and assembly industries and electronic products and electronic components, with a maintained proportion of 45-48% in the structure of industrial added value in the whole province.
In the period of 2011-2020, the province's industrial structure will shift towards modernization, gradually increasing the proportion of the processing and manufacturing industry, gradually reducing the proportion of the mining industry, maintaining stability in the production and distribution of electricity, gas and water supply, wastewater and waste treatment industries.
By 2023, Ninh Binh will have 97 licensed foreign projects with a total registered capital of 1,672.6 million USD.
The project also outlines a number of directions for industrial development, namely shifting the internal structure of the processing and manufacturing industry towards promoting high-tech industrial groups and products with high added value, clean technology and production of industrial goods for export.
There are outstanding mechanisms and policies to promote innovative startups in high-tech, environmentally friendly industries. The growth value of the industrial sector strives to reach 12-12.5%/year in the 10-year period (2021-2030); the industry - construction sector strives to reach about 10-11%/year in the period 2021-2030.
The project emphasizes that industry is the main driving force to promote rapid economic development in a modern direction, based on advanced science and technology.
Effectively exploit capital sources of economic sectors for industrial development, in which non-state capital and FDI are the main force. Maximize the potential and advantages of resources, labor, and geographical location of the province to develop industry in the direction of deep processing, prioritizing clean, sustainable, and environmentally friendly industry.
Develop high-tech industries associated with modern management methods and efficient, resource-saving, low-emission use. Focus on improving the quality of human resources and the capacity to manage and operate the industry.
At the workshop, delegates contributed their opinions to the draft Project. They emphasized that the development of high-tech industry is currently an inevitable trend, so Ninh Binh cannot be out of this trend, it is necessary to seize the opportunity, promote the advantages and potential of the locality to focus on developing high-tech industry.
At the same time, it is pointed out that the Project has not yet provided a strategy and competitive advantages for Ninh Binh province compared to other localities in developing high-tech industry in the context that the province has many advantages; emphasizing that the province needs to pay special attention to developing high-quality human resources, shifting labor from agriculture to industry, and having a roadmap for training and retraining human resources to meet job requirements. Focus on developing high-tech industry in chains, focusing on processing industry.
In his concluding remarks at the conference, comrade Pham Manh Hung, Permanent Vice President of the Provincial Union of Science and Technology Associations, acknowledged and accepted the delegates' comments and criticisms on the draft Project.
Based on the research results and consulting and critical opinions at the workshop, the Department of Industry and Trade and the consulting unit will focus on researching and absorbing to promptly edit and complete the draft Project to submit to the competent authority for consideration and decision in the coming time.
