Speaking at the opening of the Conference, Mr. Pham Duc An, Chairman of the Provincial People's Committee, emphasized: Quang Ninh has always been a bright spot, a pioneer in administrative reform, developing technological infrastructure, building e-government and digital government. However, besides the initial achievements, Quang Ninh province is also facing many challenges, such as: lack of high-quality human resources in AI; data is still scattered, lacking connectivity and synchronization; shared infrastructure platforms are starting to become outdated; a centralized big data warehouse has not yet been formed and data resources in various fields have not been effectively exploited; tools to support direction and administration have only just stopped at deploying a centralized electronic document transfer and receipt system, and there is no smart operating system applying artificial intelligence (AI), big data (Big Data) in management, administration, supervision and decision-making.

Comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, delivered a concluding speech at the conference.

From there, the Chairman of the Provincial People's Committee hopes that through this conference, Quang Ninh province will receive valuable comments and in-depth sharing from leaders of the Ministry of Science and Technology, scientists, experts, and businesses on the strategy for science and technology development, innovation, and the role of data and artificial intelligence in the digital transformation process so that Quang Ninh province can build an effective, synchronous, and long-term data strategy, as a basis for reviewing and updating the national data strategy, implementing the construction of specialized databases, focusing on prioritizing the completion of databases on land, construction, finance, insurance, enterprises, labor and employment, etc.; digitizing processes, documents, and results of administrative procedure settlement in areas related to people and businesses.

In particular, promote the application of AI in the direction and management of the province and grassroots levels; application in the fields of border gates, tourism, health, education, justice, land, environmental resources, transportation, agriculture, and smart urban management. Develop mechanisms and policies to develop high-quality digital human resources to meet the requirements of integration and competition.

Comrade Bui The Duy, Alternate Member of the Party Central Committee, Deputy Minister of Science and Technology, spoke at the conference.

Sharing experiences at the Conference, leaders of the Ministry of Science and Technology, scientists and experts spent a lot of time discussing AI in serving people, businesses and local governments, essential resources for AI, Vietnam's leading position in AI in ASEAN, how AI can improve the performance of civil servants, AI deployment strategy for Quang Ninh province, practical AI implementation steps of Quang Ninh province...

Ms. Laura Nguyen, Executive Director of Gen AI Fund, Country Director of Ava Labs in Vietnam, shared: Quang Ninh province needs to soon establish an AI task force of Quang Ninh province, thereby creating a specialized group to monitor AI strategy and governance, develop an AI knowledge database, cooperate with AI startups to accelerate AI application in the province; at the same time, organize an internal AI innovation competition for civil servants and public employees; identify practical AI projects for immediate implementation.

Prof. Dr. Ho Tu Bao, Director of the Data Science Laboratory of the Vietnam Institute for Advanced Study in Mathematics (VIASM), shared: According to the new model, the government has only 2 levels (provincial and communal levels), so the application of science and technology, digital transformation, data warehouses, and artificial intelligence is really necessary, because these technologies will help the staff easily connect departments when there is no longer an intermediate level and the staff is narrowed and gradually reduced; at the same time, it helps to easily manage information, documents, texts and data on land, resources, population, medicine, and education. From shared data from the province to the commune, AI helps staff in the province easily synthesize, draft documents or help leaders easily analyze and draw more accurate conclusions.

Concluding the Conference, Comrade Vu Dai Thang, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, affirmed: Reality shows that AI does not replace humans, but those who know how to effectively use AI tools will gradually replace those who do not know how to take advantage of them. Therefore, all cadres, party members, civil servants and public employees in the whole province, regardless of position, need to be aware of the responsibility to self-study and improve their digital capacity; if we cannot master data and do not know how to apply AI to our daily work, then we are falling behind.

He requested the Provincial Party Committee's Propaganda and Mass Mobilization Department and the Provincial Party Committee to direct the strong implementation of the program "Digital Education for the People" - a practical action program to popularize knowledge about data, digital technology, and artificial intelligence for cadres, party members, workers, and people, leaving no one behind in digital transformation.

He suggested that digital technology enterprises, software enterprises, platforms and members of the Provincial Business Association proactively connect with state agencies to propose and provide solutions and models for applying AI and digital data to serve administrative reform and improve labor productivity; coordinate the implementation of practical training programs for officials and civil servants, especially in the use of AI tools, data management and information security; accompany the "Digital Education for All" program, expand the training network, raise digital awareness in the business community and people; participate in policy criticism, contribute ideas to the province's major orientations on data and AI development, innovation and digital economy.

At the same time, he requested Party committees, authorities, heads of agencies and units to focus on synchronously implementing tasks and solutions, improving the capacity to apply data tools, data analysis and AI application to support work; innovate leadership methods and management methods; incorporate data indicators and AI capacity into emulation and cadre assessment. The Provincial Party Committee and the Provincial Party Committee's Organizing Committee directed agencies and units to propose mechanisms, policies, tasks of science and technology, innovation, data and artificial intelligence to be implemented immediately in 2025.

Deputy Minister of Science and Technology Bui The Duy shared on the sidelines of the conference: I highly appreciate the proactive spirit of Quang Ninh province in early approaching and deploying AI applications in serving governance and sustainable development. The conference participants were very numerous and serious at the central and online conference points, which shows that the province's civil servants and public employees pay great attention to approaching AI and the need to use AI in handling work, especially in the context of the whole country implementing a 2-level government model.

Delegates launched the "Popular Education Digital" movement.

Mr. Nguyen Manh Cuong, Director of the Provincial Department of Science and Technology, affirmed: After this conference, the unit will actively advise the province to issue leadership and direction documents, synchronously deploy solutions to concretize Resolution No. 57-NQ/TW of the Politburo; at the same time, advise and propose to issue mechanisms and policies to promote digital transformation, application of science and technology, especially in implementing AI application models, digital data serving administrative reform, developing AI human resources; launching a self-study and self-research movement among civil servants and public employees to deploy AI effectively and practically, achieving high efficiency in handling assigned work.

Mr. Nguyen Gia Long, Acting Head of the Department of System Management and Application Development, Provincial HCC Service Center, said: In a short time of accessing information on AI applications conveyed by experts and scientists, I fully understand the meaning and importance of AI in the current innovation and digital transformation. After the conference, I, along with the staff and civil servants in the agency, will focus on researching, learning, gaining experience and implementing AI into the assigned work, especially in simplifying administrative procedures, connecting and comprehensively to the commune and ward levels, serving people and businesses more and more effectively.

Also at the conference, Quang Ninh province organized the launching ceremony of the "Digital Literacy for All" movement, in which departments, branches and sectors must take practical actions; the Vietnam Fatherland Front and socio-political organizations become the core force in bringing digital knowledge to the people; each civil servant must be a pioneer in learning, practicing and spreading digital skills not only for themselves but also for the whole community; each citizen actively participates in learning, practicing, and turning digital skills into essential life skills in the new era.
