The announcement stated: Synchronous development of infrastructure is one of the three strategic breakthroughs affirmed in the Resolution of the 13th National Congress of Delegates, in which the development of transport infrastructure is an important pillar, with the goal of putting 3,000 km of expressways into operation by 2025 and striving to put 5,000 km of expressways into operation by 2030. General Secretary To Lam also paid great attention to and directed breakthroughs in transport infrastructure, promoted capital allocation, resolved difficulties and obstacles, accelerated progress, and ensured project quality.
With the initiative and efforts of ministries, agencies, localities, the determination and efforts of investors, project management boards (PMUs) and contractors, and the determination of the Steering Committee, in the first 6 months of 2025, the organization and implementation of projects has achieved the following outstanding results: (i) started construction of 5 expressway projects with a total length of 271 km; (ii) solved difficulties due to lack of construction materials, especially in the Mekong Delta region (currently, the provinces have arranged enough supply of about 76 million m3/demand of 65 million m3); (iii) the progress of the projects has clearly changed, making up for the slowness of previous years, many projects are ahead of schedule compared to the plan; (iv) completed and put into operation 237 km of expressways, bringing the total number of expressways nationwide to 2,268 km; (v) put into operation Terminal T3 of Tan Son Nhat International Airport (International Airport) and many coastal routes have been invested and completed.
In the 18th meeting on June 22, 2025, the Prime Minister assigned 20 tasks. To date, 4 tasks have been completed on time, and 12 tasks are being actively implemented as regular direction and management work; 04 tasks have not met the required progress: (i) VEC has not approved the Ho Chi Minh City - Long Thanh Expressway expansion project in July 2025; (ii) Hanoi has not started construction of DATP3 Ring Road 4 in July 2025; (iii) Nghe An, Quang Tri, Quang Ngai, Khanh Hoa, Lam Dong, Dong Nai provinces have not handed over the entire site of 08 rest stops for the North - South Expressway projects in the 2021-2025 period in July 2025; (iv) Dong Nai province has not handed over the entire site at DATP1 Bien Hoa - Vung Tau in July 2025. Require relevant agencies and localities to urgently focus on directing the early completion of these tasks.
From now until the end of 2025, there are only 5 months with more than 150 days and nights left, while there is still a lot of work, the Prime Minister requested ministries, branches and localities to focus on implementing the following key tasks:
Ensure progress and complete the goal of putting into operation over 3,000 km of expressway by 2025 and strive to complete a total of 2,000 km of coastal road.
The Prime Minister requested the Ministry of Construction to continue directing investors and contractors to take advantage of favorable weather, add manpower and equipment, increase construction teams, organize 3 shifts and 4 teams to speed up construction progress, ensuring that on average each month the output value must increase by at least 10% to ensure the completion of the North-South expressway projects in the 2021-2025 period, Hoa Lien - Tuy Loan, DATP 2 Bien Hoa - Vung Tau in 2025.
The provinces of Dong Nai, Ho Chi Minh City, Tuyen Quang, Khanh Hoa, Dak Lak, Dong Thap focus on directing investors and contractors to supplement human resources, equipment, increase construction teams, organize construction in 3 shifts, 4 teams, apply technical solutions to shorten construction time to speed up the progress of the Ring Road 3 project in Ho Chi Minh City, Bien Hoa - Vung Tau, Tuyen Quang - Ha Giang, Khanh Hoa - Buon Ma Thuot, DATP 1 Cao Lanh - An Huu and take responsibility before the Prime Minister if the project is not completed in 2025. The provinces of Lang Son and Cao Bang direct investors to take advantage of good weather to speed up the construction progress of the Huu Nghi - Chi Lang and Dong Dang - Tra Linh projects, ensuring the route is open by the end of 2025.
In addition, the Ministry of Construction, provinces and cities: Ho Chi Minh City, Da Nang, Hue, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Quang Tri, Quang Ngai, Khanh Hoa, Lam Dong, Dak Lak, Gia Lai, Vinh Long, Dong Thap, Ca Mau, An Giang urgently implement the direction of Deputy Prime Minister Tran Hong Ha in Official Dispatch No. 6527/VPCP-CN dated July 14, 2025, speed up the construction progress of the coastal road system, striving to complete a total of 2,000 km of coastal roads by 2025.
Regarding the operation of expressways, the Prime Minister requested the Ministry of Construction to coordinate with localities to speed up the progress of site clearance, complete standards, construct rest stops, traffic monitoring systems, toll collection, vehicle weight control, and ensure that when put into operation, projects must be synchronous, of high quality, aesthetically pleasing, worthy of being typical works and projects of the transport sector, meeting the needs and expectations of the people and society.
Currently, basically the vertical and horizontal expressways across the country have been formed or are under construction, expected to be completed in 2025 and 2026. In order to maximize investment efficiency, facilitate people and businesses, and promote socio-economic development where the projects pass through, it is recommended that the Ministry of Construction and localities review the connecting traffic system to ensure the most convenient connection of expressways with economic centers, railway stations, seaports, airports, etc. and at the same time organize toll collection to recover capital for the state budget.
Preparing for the groundbreaking and inauguration ceremonies of projects and works to celebrate the 80th National Day on August 19, 2025
The Prime Minister requested relevant ministries, agencies, localities and units to strictly implement the Prime Minister's direction in Official Dispatch No. 57/CD-TTg dated May 5, 2025 and Notice No. 235/TB-VPCP dated May 17, 2025; urgently propose projects to be inaugurated and started to be sent to the Ministry of Construction for synthesis, in the spirit of not limiting the number of registered projects but ensuring that they are correct and meet the conditions prescribed by law.
The Ministry of Construction needs to focus on directing and coordinating with agencies such as VTV, VNPT, VIETTEL, FPT and related agencies and units to review and carefully prepare the script and program content, organize the inauguration and groundbreaking ceremony solemnly, safely and economically; agree with the proposal of the Ministry of Construction to choose the central bridge at the National Exhibition and Fair Center for live broadcasting and online connection to the remaining bridges to create momentum, motivation, trust and excitement for the country and society.
In addition to ensuring progress according to the process, contract regulations... and according to the winning bid documents, Investors, construction contractors, and supervision consultants must implement comprehensive quality management from construction, acceptance, and maintenance. The State Inspection Council for Construction Acceptance is assigned to inspect the quality of key projects according to the functions and tasks assigned in Decision No. 512/QD-TTg dated March 31, 2021 of the Prime Minister.
Ensuring completion of Long Thanh International Airport project in 2025
The Prime Minister requested the Ministry of Finance to direct ACV and relevant agencies and units to accelerate, make breakthroughs, supplement human resources, equipment, construction teams, organize "3 shifts, 4 crews" construction, strictly control quality and safety; complete and put into operation in December 2025 as committed by ACV. Note: plant many trees to create a green, clean, beautiful landscape...; prepare human resources and develop an operation scenario to ensure smooth and professional operation immediately after the project is completed.
Ministries and branches speed up the construction of headquarters of management agencies, air traffic control towers and other related works to ensure synchronous exploitation.
Rewarding deserving units and individuals in implementing strategic breakthrough tasks in transportation
The Prime Minister requested the Ministry of Home Affairs to preside over and coordinate with the Ministry of Construction and other ministries, agencies and localities to review and propose rewards for deserving localities, units and individuals in implementing strategic breakthrough tasks in transport (paying attention to corporations, private enterprises...), especially initiatives, technical improvements, quality improvements... in accordance with procedures and legal regulations.
At the same time, the Ministry of Home Affairs organized a summary of the peak emulation period "500 days and nights of emulation to complete 3,000 km of expressway" on December 19, 2025, following the direction of the Prime Minister in Notice No. 364/TB-VPCP dated July 16, 2025.
Before August 15, complete 100% of site clearance work for projects scheduled to be completed in 2025.
Regarding a number of specific tasks, the Prime Minister requested the Ministry of Agriculture and Environment to urgently complete and submit to the Government for promulgation a Resolution on specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals, before August 10, 2025.
The Ministry of Finance directed VEC to speed up the preparation of the Technical Research Report for the investment project to expand the Ho Chi Minh City - Long Thanh expressway section, for approval in August 2025.
The Ministry of Construction, Ho Chi Minh City, Hanoi, and Lam Dong Province will complete procedures to start the Dau Giay - Tan Phu project, DATP 3, Ring Road 4, Hanoi Capital on August 19, 2025; start the Tan Phu - Bao Loc project, Ho Chi Minh City - Moc Bai in the fourth quarter of 2025.
Localities continue to perfect their organizational structure, absolutely not affecting the site clearance work of projects when merging provinces and organizing 2-level government; complete 100% of site clearance work for projects scheduled to be completed in 2025 by August 15, 2025 at the latest, especially in Dong Nai, An Giang, Tuyen Quang, Lang Son, Quang Tri provinces; complete 90% of site clearance work by the end of 2025 for newly implemented projects such as Bao Loc - Lien Khuong, Ninh Binh - Hai Phong, Gia Nghia - Chon Thanh;
Ministries, branches and localities step up the work of preventing and combating corruption, negativity and waste.
