In 2015, Mr. Truong Quoc Tuan established Phuoc Thai Housing Investment and Trading Joint Stock Company (Phuoc Thai Company), and agreed with Huy Hoang Construction - Garment Joint Stock Company to hand over the above land to invest in Phuoc Thai residential area with an amount of more than 35 billion VND. |

In 2017, Mr. Vo Van Chanh - then Vice Chairman of Dong Nai Provincial People's Committee - signed two decisions to allocate and lease land to Phuoc Thai Company to implement a residential area project. Mr. Chanh's permission for this company to use nearly 9 hectares of land without auctioning land use rights is not in accordance with the provisions of the Land Law. |

Regarding this project, in August 2023, Dong Nai Provincial People's Court sentenced 13 defendants for "Violating regulations on compensation, support, and resettlement when the State acquires land". |
