Phuoc Thai residential area, nearly 9 hectares wide, was "magically" converted from public land to private land, causing Mr. Vo Van Chanh - former Vice Chairman of Dong Nai Provincial People's Committee - to be prosecuted.
Phuoc Thai residential area with an area of nearly 9 hectares, located in Tam Phuoc ward, Bien Hoa city has just become the center of attention after Mr. Vo Van Chanh was prosecuted for violating regulations on land management. |
According to VietNamNet reporters, the project has a prime location, right on the front of Highway 51 and has a bustling residential area. Around the project, there are many industrial clusters and industrial parks in operation. Many projects have been built at the project, including housing and commercial buildings. There is also a large swimming pool, mainly serving residents in this area. |
Through research, this project has divided more than 450 plots of land and built many rows of houses for sale to people. At the same time, a commercial center was also built but has not been in operation for many years. |
This is public land, located in the industrial park planning. Before 2015, the state assigned this land to Huy Hoang Garment - Construction Joint Stock Company, a joint venture with a foreign partner company, to lease to build a ceramic factory. |
However, because the joint venture project was not implemented, the People's Committee of Dong Nai province signed a decision to revoke the investment license, giving Huy Hoang Garment - Construction Joint Stock Company full authority to decide on land use. |
In 2015, Mr. Truong Quoc Tuan established Phuoc Thai Housing Investment and Trading Joint Stock Company (Phuoc Thai Company), and agreed with Huy Hoang Construction - Garment Joint Stock Company to hand over the above land to invest in Phuoc Thai residential area with an amount of more than 35 billion VND. |
In 2017, Mr. Vo Van Chanh - then Vice Chairman of Dong Nai Provincial People's Committee - signed two decisions to allocate and lease land to Phuoc Thai Company to implement a residential area project. Mr. Chanh's permission for this company to use nearly 9 hectares of land without auctioning land use rights is not in accordance with the provisions of the Land Law. |
Regarding this project, in August 2023, Dong Nai Provincial People's Court sentenced 13 defendants for "Violating regulations on compensation, support, and resettlement when the State acquires land". |
Of these, 11 former officials of the province must appear in court, including: former Director of the Department of Natural Resources and Environment Le Viet Hung, former Vice Chairman of Bien Hoa City People's Committee Nguyen Tan Long, former Director of the Land Fund Development Center - Bien Hoa City branch Nguyen Tan Tai, former Head of the Department of Natural Resources and Environment of Bien Hoa City Nguyen Tan Vinh and many other former officials who are deputy heads, specialists and officials at Tam Phuoc Ward People's Committee... |
At the trial, the panel of judges recommended continuing the investigation of the individuals involved. |
