Phu Xuan commune officials discuss support work for resettled families.

1. Vui Village, Phu Xuan Commune, Thanh Hoa Province, where 100% of the Muong ethnic people live. The peaceful scenery is like a watercolor painting, the village nestles along the Ma River, along with the villages of Phe, Gia, Mi, Sa Lang, and Ba, "disadvantaged" because of the distance by ferry.

Secretary and Village Chief Ha Van Huy told us: There is no need to compare far, just 2 years ago, the village was still dark and gloomy, but now thanks to the electricity grid and government housing support programs, it has changed a lot. In addition to the road to the village that has been partially paved, the village has 19 more households supported to build new houses, and now only 4 households have not completed their houses.

Taking us to visit the newly built house of Mr. Ha Van Au's family, Secretary and Village Chief Ha Van Huy introduced: This is the newest house in the village. Due to difficult circumstances, although the house has been dilapidated for a long time, the family does not have money to repair it. A sturdy house, with enough protection from the sun and rain, is a dream for the whole family. If there were no Directive No. 22-CT/TU on "The campaign to support the construction of houses for poor households, policy households, and households with housing difficulties in the province, in the 2 years 2024-2025" (abbreviated as Directive No. 22-CT/TU), we do not know when Mr. Huy will have a new house.

Walking along the village road, there are occasionally quite new houses that have not been painted yet, so we can understand the value of the government-supported programs. In the case of Vui village, people's lives are completely dependent on bamboo. But then the bamboo grown in the village also lost its value. If in the outside villages the price is about 800 - 1,000 VND/kg, the bamboo in Vui village only sells for 400 - 500 VND/kg. Traders deduct all of it from the cost of labor, loading and unloading. The life of relying on ferries hinders the economic development and social life of 117 ethnic households, the poverty rate is still nearly 30%. Especially for middle and high school students, if they want to go to school every day, they have to cross the river. During the rainy and stormy season or when Trung Son Hydropower Plant releases flood water, the Ma River water level rises and flows rapidly; and when the ferries are damaged, the students have to miss school because there is no other way to cross the river. However, once they have a home, the children's parents just need to be diligent, then they won't have to worry about hunger, and won't force their children to drop out of school.

As the secretary and village chief Ha Van Huy said: "In my simple way of thinking, social security is that people can live in peace, work, and build a better life every day."

Sharing about this, Mr. Pham Quoc Thinh, Chairman of Phu Xuan Commune People's Committee said: Although every year the local Party Committee and government always pay attention, mobilize resources, and implement policies for the people, due to the terrain characteristics isolated by the Ma River, when it rains or floods, this place is completely isolated. This greatly hinders the daily life and production of the people. I think that when there is a bridge, the people will definitely be very happy, just as the people expected and waited for when naming it: Vui village".

2. More advantageous than Vui village, Tan Son village is only about 4km from Phu Xuan commune center, has had electricity since 2010, the 3.5m wide concrete road system has been basically completed. Thanks to the support of the government, in the period of 2020-2025, the village has 50 households to build new and repair houses.

Tan Son village used to be called Ke De village in Muong language to refer to the corn growing area, where corn is grown, the corn cobs are big and plump. The village has Pa Rang, Pa Ron, Pa Pang mountains and Ki Di, Co Chuong, Co Pai, Heo streams, which are favorable conditions for people to grow forestry trees, rice, corn, and cassava. Especially located at the foot of Pu Luong mountain, the village has invested in planting lat, doi, and fat trees... on an area of ​​70 hectares, and at the same time, supported with money for fertilizer, seeds, and care. Income is gradually stable. In particular, with nearly 200 people participating in the labor market in companies and factories, they have contributed to improving the lives and building the village.

With the support of the state and the mobilization of the people, Tan Son is the cleanest and most beautiful village, with the best economic conditions among the 11 villages of Phu Xuan commune. Mr. Pham Ba Kham, secretary and village chief, told about each specific case. Among them is the family of Mr. Pham Ba Hoang, the most difficult household in the village, and also the household that received the first round of support for new construction. That was in 2022, with the state's support of 40 million VND, he borrowed from friends, mobilized the help of relatives and neighbors in the village, and built a house worth more than 100 million VND. Having a stable house, not worrying about their children being homeless, the couple decided to work for hire. They have saved up to now to pay off all their debts, and have also bought a motorbike and purchased household appliances.

Sharing with us the joy of living in a new house, Mr. Cao Van Thong said: We are one of 23 households supported to build a new house. Thanks to the money from the government, the family was determined to borrow money to build. After settling down, the couple focused on working for the company. Sharing this joy are the households of Cao Van Dang, Cao Van Phuc, and Cao Van Thong.

“Phu Xuan is one of 21 communes in Thanh Hoa province that has maintained its two-level local government. This stability helps the commune maintain its cultural identity, administrative structure and distinct geographical features, while creating conditions for the local government to focus on developing infrastructure and improving the material and spiritual life of the people,” affirmed Mr. Pham Quoc Thinh, Chairman of Phu Xuan Commune People's Committee.

3. During his lifetime, President Ho Chi Minh once said, "I have only one desire, an utmost desire, which is to make our country completely independent, our people completely free, everyone has food to eat, clothes to wear, and everyone can go to school."

Entering the new era - the era of national development, the Party Committee, government and people of Thanh Hoa are making efforts and striving to overcome difficulties; focusing on leading and directing economic development in conjunction with implementing social progress and justice to care for and improve the material and spiritual life of the people.

With the spirit of leaving no one behind, on March 30, 2024, the Standing Committee of Thanh Hoa Provincial Party Committee issued Directive No. 22, blowing a strong wind of humanity, initiating a widespread and enthusiastic campaign in all regions, affecting all classes of people in the province, bringing faith, hope, and lighting up the dream of settling down for disadvantaged households.

Settling down and working is the burning dream of more than 15,000 poor households, policy households, and households with housing difficulties in Thanh Hoa province. Thoroughly grasping the meaning of the campaign, under the direct, regular, and close guidance of the Provincial Party Committee Standing Committee; the efforts of Party committees at all levels, authorities, the Fatherland Front, socio-political organizations; the positive response in terms of material, effort, and spirit of organizations, individuals, business communities, cadres, party members, civil servants, public employees, people of all walks of life, and philanthropists inside and outside the province. Therefore, as of August 4, the whole province has completed the construction and repair of houses for 14,174 households, reaching 95.89% of the total demand, of which 10,327 households are eligible for support under Directive No. 42/CT-TTg; 1,142 households are eligible for support under Decision No. 21/QD-TTg and 2,705 households are eligible for support under Directive No. 22-CT/TU. As of August 7, the province has provided financial support to 13,726 households, equivalent to 92.87% of the total number of households eligible for support. The remaining 606 households have started construction, and units are currently speeding up the construction progress and completing the houses according to plan.

Traveling along the land of Thanh, these days, many solid houses for the people have been built with love and care. The number of houses handed over increases day by day, hour by hour, not only measured by mechanical quantity but also by the hearts of the people.

The houses built carry with them the green shoots of hope, and give each person and each family the motivation to escape poverty sustainably, have more faith in life, and place their trust in the Party.
