Hanoi implements support for boarding meals for students

On August 11, the Hanoi People's Committee issued Document No. 4537 on the implementation of Resolution No. 18/2025 (dated July 9, 2025) of the City People's Council on regulations on the mechanism for supporting boarding meals for primary school students in the city.

The document assigns the Department of Education and Training to coordinate with relevant units based on current regulations to direct the organization of boarding meals to ensure the provision of energy and nutrition for students to meet their learning needs, physical and mental development according to their age; review facilities and necessary conditions to best meet the requirements for organizing boarding meals for primary school students.... At the same time, preside over and coordinate with relevant units to guide the process of compiling the list, number of students and estimating the budget to support boarding meals for primary school students according to regulations.

The Department of Education and Training shall preside over and coordinate with the Department of Health and relevant units in inspecting and supervising the work of ensuring food safety and nutrition for boarding meals; preside over and coordinate with relevant units in inspecting the implementation of Resolution No. 18/2025.

The Department of Finance presides over and coordinates with the Department of Education and Training and related units to guide the process of establishing, allocating, assigning estimates and settling state budget funds to support boarding meals...

The Department of Health shall preside over and coordinate with relevant units based on the regulations of the Government, the Ministry of Education and Training, and the Ministry of Health , to provide nutritional guidance for school meals for educational institutions to ensure adequate energy and necessary nutrients for students, meeting the needs of learning, physical and mental development according to age...

State Treasury Region I guides educational institutions assigned funding for boarding meals to open accounts in accordance with regulations; pay and advance funding for boarding meals of educational institutions in accordance with regulations.

Hanoi City Tax Department directs the local Tax Department to guide and inspect educational establishments that provide boarding services (meal service for students) to fulfill tax obligations according to regulations.

The City assigned the People's Committee at the commune level to direct and implement Resolution No. 18/2025 and guiding documents of relevant sectors for affiliated educational institutions according to decentralized management and educational institutions belonging to universities, colleges, research institutes... in the area to ensure support for the right subjects, publicly and transparently.
