Hanoi disburses more than 1,300 billion VND for new rural construction in 2023, 45 communes recognized as model new rural areas

Accordingly, Chairman of Hanoi People's Committee Tran Sy Thanh signed a decision to recognize 45 communes in 15 districts and towns in the city as meeting the model new rural standards.

Among the recognized localities, Thanh Tri has the largest number with 15/15 communes (100% of communes); followed by Dong Anh district with 4 communes; Dan Phuong, My Duc, Ung Hoa each district has 3 communes; Hoai Duc, Thach That, Thanh Oai, Phu Xuyen, Gia Lam each district has 2 communes; Quoc Oai, Chuong My, Ba Vi and Son Tay town each district and town has 1 commune.

According to the Decision, the communes that meet the model new rural standards in the first phase of 2023 will be awarded a Certificate of Recognition for the title of model new rural commune in 2023 by the City People's Committee and a Certificate of Merit by the Chairman of the City People's Committee. The People's Committees of districts and communes are responsible for maintaining and improving the quality of the achieved fields and continuing to build comprehensive model new rural areas according to regulations.

According to the Hanoi New Rural Development Program Coordination Office, with the achieved results, Hanoi has exceeded the target set for communes meeting model new rural standards in 2023 (the plan set out 33 communes).

By recognizing 45 communes as meeting the new rural model standards in the first phase of 2023, Hanoi has affirmed that it is always at the forefront of the country in many patriotic emulation movements. In particular, with the emulation movement "The whole country joins hands to build new rural areas".

Implementing the emulation movement "The whole country joins hands to build new rural areas", Hanoi city has proactively participated in many methodical and creative ways. In particular, the Hanoi Party Committee has established a Steering Committee and issued Program No. 04-CTr/TU dated March 17, 2021 on "Promoting the effective implementation of the National Target Program on new rural area construction associated with restructuring the agricultural sector and developing the rural economy, improving the material and spiritual life of farmers in the period 2021-2025".

The Hanoi Party Committee also issued Program No. 24-CTr/TU dated February 3, 2023 to implement Resolution No. 19-NQ/TU dated June 16, 2022 of the Party Central Committee on agriculture, farmers, and rural areas to 2030, with a vision to 2045. The City People's Council issued 2 resolutions to allocate capital for projects implementing the National Target Program on New Rural Construction in 2022 and 2023.

Of which, the city supports 1,226.7 billion VND for districts and towns to build new rural areas in 2022 and allocates 1,713.05 billion VND in capital for the program in 2023.

On August 3, 2023, the Hanoi People's Committee continued to issue Decision No. 3908/QD-UBND adjusting the public investment plan for 2023. Accordingly, additional support for the implementation of the National Target Program on New Rural Development is 400 billion VND to implement 30 projects. Thus, the total city budget supporting the Program in 2023 is 2,113.05 billion VND.

According to the report of the Hanoi Department of Planning and Investment, the disbursement rate of the city's budget capital to support the National Target Program on new rural construction by the end of 2023 reached about 1,377.73 billion VND.

Pursuant to the Prime Minister's Decision on promulgating the Plan to organize the implementation of the emulation movement "The whole country joins hands to build new rural areas" for the period 2021-2025, on March 13, 2023, the Hanoi People's Committee issued Plan No. 86/KH-UBND on organizing the implementation of the emulation movement "The whole people join hands to build new rural areas" in Hanoi by 2025. The city strives for the rate of high-tech agricultural products to reach over 70%; evaluate and classify 2,000 or more OCOP products (One Commune One Product Program); each district and town builds at least 1 center for creative design, introduction, promotion and sale of OCOP products, craft villages associated with tourism and many other specific criteria.
