The City People's Committee assigned the Department of Home Affairs to coordinate with the Department of Health, the People's Committees of districts, towns and relevant agencies and units to implement the contents of transferring medical centers under the Department of Health to the People's Committees of districts, towns and cities; guide the Department of Health on the contents of the transfer regarding organizational structure and personnel; guide the People's Committees of districts, towns and cities to complete the organizational structure, job positions, and arrange civil servants and employees after receiving; review and transfer the number of employees (civil servant payroll), records, seals and documents related to civil servants and employees... of medical centers of districts, towns and cities.
The Department of Health shall preside over and guide the medical center to review, compile statistics, and synthesize the organization, number of employees, workers, facilities, finance, assets, equipment, etc. and other related contents of the center to serve as a basis for determining and agreeing on detailed handover and acceptance contents.
At the same time, hand over the original organizational structure, number of officials, employees, facilities, finance, assets, equipment... and other related contents of the medical center to the People's Committee of the district, town.
After the medical center is transferred to the district, town, or city, the Department of Health shall preside over, guide, supervise, and inspect the medical center in terms of expertise and profession; grant licenses for medical examination and treatment activities, and approve the list of technical expertise.
The People's Committees of districts, towns and cities shall preside over and coordinate with the Department of Home Affairs, the Department of Health and relevant agencies and units to implement the contents of receiving the status quo of the medical center. Carry out the appointment of leadership and management positions according to their authority.
The People's Committees of districts, towns and cities guide the medical centers to arrange and organize the staff and workers working at the units; appoint leadership and management positions under the authority of the units and fully implement the policies and regimes according to regulations.
Direct the director of the medical center to receive all the center's finances and assets for management and use. On that basis, review, rearrange, and arrange the use of houses, land, and other assets according to the provisions of the law on public property and other relevant laws.
District, town and city medical centers shall preside over and coordinate with relevant agencies and units to carry out the handover and receipt of the center's assets in their original state; arrange, organize and stabilize the organization, personnel, operating budget, equipment, office, records, books, vouchers, documents, debts and other rights and obligations... related to the organization and operation of the center in accordance with the provisions of law.
Medical centers under the People's Committees of districts, towns and cities will officially operate from October 1, 2024.
