Nghi Son Economic Zone (KKTNS) has attracted more than 300 direct investment projects from enterprises. However, some projects still face difficulties and obstacles, so they cannot be implemented or are behind schedule. Currently, Thanh Hoa province is actively directing sectors and localities to take action with the highest effort, promptly removing obstacles for projects in terms of legal procedures and site clearance (GPMB).

Duc Giang Chemical Complex is known as the "super project" of Duc Giang Chemical Company Limited, with a total investment of 12,000 billion VND in 2 phases. Of which, complex No. 1 of the factory was approved for investment in 2020, with a total investment of 2,400 billion VND. The project has a scale of 30 hectares with a production capacity of 151,000 tons of chemicals/year; including 50,000 tons of 100% concentrated NaOH, 30,000 tons of water treatment agent (PAC), 20,000 tons of Ca bleaching powder, 15,000 tons of HCI acid... When phase 2 comes into operation, PVC plastic products will be born and promise to be the first time Vietnam can produce products with this complex processing technology.

Currently, the investor has coordinated with the People's Committee of Nghi Son town to complete the compensation for land acquisition for the entire 30ha of the project. However, in addition to the problems related to fire prevention and fighting procedures under the responsibility of the central authority, the project is also stuck because it belongs to industrial zone No. 15 but has not yet approved the construction zoning plan at a scale of 1/2000, so there is no traffic connection location, water supply and drainage close to the project boundary, and there is not enough basis for the Ministry of Industry and Trade to appraise the feasibility study report. In addition, the project to relocate, arrange residents, and resettle some households in Lam Quang village, Tan Truong commune (Nghi Son town) has not been completed, affecting the implementation of some project items.

To speed up the implementation of this project, Thanh Hoa province has recently directed relevant departments and branches to pay attention to and support the company in completing investment procedures, as well as related legal aspects. At the same time, Nghi Son town is required to speed up the investment progress of the project of migration, population arrangement, and resettlement for a number of households in Lam Quang village, Tan Truong commune to soon relocate households subject to the project's resettlement. These goals are to support the investor in implementing related work to meet the conditions to start the project in the third quarter of this year.

Regarding the Nghi Son High-Tech Mechanical Manufacturing Factory Project, the Provincial People's Committee has approved the investment policy and approved the project investor in Decision No. 2270/QD-UBND, dated June 27, 2023. With a design capacity of 50,000 tons of products/year, the project aims to promote the development of metal components production, mechanical processing and installation of industrial machinery and equipment,... to meet the construction needs of key national and international projects. According to Dai Dung Construction and Trading Mechanical Joint Stock Company, this is the company's strategic project, with products focused on supplying to petrochemical plants - heavy industry, thermal power plants, high-rise buildings, pre-engineered steel buildings, public infrastructure and other components. The factory aims to export 70 - 80% of its products and transport them from Nghi Son seaport.

The project has a total land area affected by land acquisition of 10.2 hectares, with a total of 320 households and 1 organization affected. Currently, the investor has completed the inventory of the current status and examined the origin of the land; Nghi Son Town People's Committee has approved the first compensation and support plan for 141 households/4.23 hectares/7.18 billion VND. However, the project still faces difficulties due to a part of the project land area overlapping because the Provincial People's Committee has approved the investment policy on a part of the land area of ​​the Cong Thanh Fertilizer Plant Construction Project.

To solve this problem, Thanh Hoa province is also directing Nghi Son Town People's Committee, Cong Thanh Fertilizer Joint Stock Company and Cong Thanh Cement Joint Stock Company to coordinate in providing documents and papers related to compensation payments to households under the former Cong Thanh Fertilizer Factory Project to consider refunding previously paid expenses, creating favorable conditions for project implementation.

Another project that is still facing difficulties is the Dong Vang Industrial - Urban - Service Park Infrastructure Investment and Construction Project. The project was approved for investment in 2022, with a scale of nearly 492 hectares and a total investment of VND 2,400 billion and is currently facing difficulties mainly related to site clearance. Accordingly, more than 48 hectares related to the recovered area overlap and there is not enough basis for compensation and site clearance; as well as the resettlement areas have not been completed. Thanh Hoa province is currently directing the Nghi Son town People's Committee to speed up the investment progress of resettlement areas and completely resolve related problems.

In addition to the above projects, currently, in the NSK, there are many key projects being implemented, such as: Dai Duong Cement Factory Project Complex of Dai Duong Cement Joint Stock Company; Investment project for construction and business of infrastructure of VAS Industrial - Urban - Service Park of Nghi Son Iron and Steel Joint Stock Company and projects of Cong Thanh Group Joint Stock Company... These are all large-scale projects of existing investors who have been doing business in the NSK.

The NSZ annually contributes more than 20,000 billion VND to the State budget through taxes. “Clearing the way” for key projects is not only valuable for the growth of the NSZ but also has the nature of a driving force for the entire southern Thanh Hoa and northern Nghe An regions. Although specific instructions for each project have been “ordered”; however, the results of the resolution depend largely on the promotion of responsibility of relevant sectors and localities.
