Hanoi has now become the leading educational center of the country, with a strong system of schools, universities and scientific research centers. The capital has the largest educational scale in the country in terms of the number of students, teachers, schools, as well as investment in facilities and educational quality.
By 2024, Hanoi will have a total of 2,913 kindergartens and primary schools at all levels, with nearly 2.3 million students and nearly 130,000 teachers. The number of public schools meeting national standards in the city is currently over 1,600, accounting for 72%. Hanoi also has 97 universities, academies and 33 colleges, accounting for 1/3 of the total number of schools and 40% of the total number of students nationwide.
The network of schools and classes has been expanded, and investment in facilities and learning equipment has been increased. Many schools in Hanoi have been upgraded with modern facilities, including smart classrooms, electronic libraries and advanced laboratory systems. At the conference to summarize the 2023-2024 school year and deploy tasks for the 2024-2025 school year, Chairman of the Hanoi People's Committee Tran Sy Thanh affirmed that the city always identifies fundamental and comprehensive innovation in education and training, improving the quality of human resources, and building elegant and civilized Hanoians as particularly important tasks, which have a decisive significance for the sustainable development of the capital city of Hanoi in the future. Therefore, the city focuses all resources on investing in facilities, building a team of teachers and educational managers to comprehensively improve the quality of education in the capital.
Vice Chairman of Hanoi People's Committee Vu Thu Ha said that in the 2023-2024 school year, Hanoi's education scale will increase by 39 schools and 48,000 students. Up to now, Hanoi has a very large education scale with 2,913 kindergartens and general schools with nearly 2.3 million students and nearly 130,000 teachers. The city always pays attention to devoting investment and development resources to the education cause, ensuring that the annual budget expenditure ratio reaches 20%. Up to now, the rate of national standard schools in the whole city has reached nearly 80%.
The city has piloted modern advanced schools with many levels of education; piloted the issuance of educational service prices as a basis for shifting from budget allocation to ordering mechanism to implement the autonomy roadmap for schools. In particular, Hanoi has directed the implementation of the model "Schools join hands to develop, teachers share responsibility", receiving positive response from districts, towns, and schools, contributing to narrowing the gap in education quality between inner-city and suburban schools. The content of digital transformation and application of information technology has been strongly focused on. Hanoi has also implemented digital report cards at primary level, reaching a rate of nearly 100% so far.
Regarding the implementation of the Capital Law, Ms. Vu Thu Ha said that the city is actively concretizing the contents on education and training development and has specific mechanisms and policies. Hanoi hopes that ministries and branches will pay attention, create conditions and guide Hanoi to implement this content...
In addition, Hanoi also requested the Ministry of Education and Training to soon issue a circular amending Circular No. 14/2019/TT-BGDDT guiding the development, appraisal, and promulgation of economic and technical norms and methods for developing prices for education and training services applied in the education and training sector to serve as a basis for provinces and cities to implement the autonomy roadmap for public service units, including schools.
To maintain the position of the "locomotive" in education quality of the capital, Director of the Hanoi Department of Education and Training Tran The Cuong said that the Department will continue to synchronously deploy solutions to increase resources for investment in facilities, supplement the planning of the school network, and develop the teaching staff.
