Addressing the shortage of basic social services

In the period of 2021 - 2025, the Sustainable Poverty Reduction Program is oriented towards in-depth investment, focusing on particularly disadvantaged communes and people. The province focuses on vocational training, job creation, livelihoods for people, and labor transition in accordance with market needs. The program focuses on solving the problems of shortages of basic social services in health, education , housing and information for the poor... contributing to social security, improving life, and increasing income for the poor and people living in particularly disadvantaged areas.

To date, the province has disbursed nearly VND898 billion, reaching 64.8% of the capital plan; of which, more than VND501 billion is development investment capital, nearly VND396 billion is career capital. From these resources, localities in the province have organized 367 transaction sessions and job fairs along with hundreds of conferences on propaganda, consultation, and labor market surveys, opening up sustainable opportunities for thousands of poor and near-poor workers. For example, in Tuy Phong, 101 households have escaped poverty, 202 students have received vocational training and 628 workers have jobs, far exceeding the assigned target.

At the same time, the housing support policy has also brought about clear results with 302 newly built and repaired houses for poor households in the poor districts of Tuy Duc and Dak Glong with a total cost of more than 16 billion VND. Regarding health , the program has supplemented micronutrients for about 7,000 children under 5 years old; provided nutritional advice to 33,000 pregnant and nursing mothers; supported 27,977 pregnant women with micronutrient supplements... Vocational education is also focused on, the province has invested in upgrading 5 training facilities, opening 71 vocational classes for more than 1,600 students...

Diversifying livelihoods, replicating poverty reduction models

Implementing Project 2 on livelihood diversification and poverty reduction model development, up to now, localities in the province have deployed nearly 300 models and projects mainly related to crop and livestock farming. More than 6,975 poor, near-poor and newly escaped poverty households have been supported, from breeding animals such as cows, F1 wild boars, goats, commercial chickens, silkworms... to seedlings, fertilizers and machinery for agricultural production. To ensure sustainability, localities have organized training courses, guiding methods and techniques of livestock farming and cultivation for households participating in the project.

Of which, sub-project 1 focuses on the agricultural sector with 146 component projects, including 66 projects supporting crop cultivation (fertilizer materials, production tools) and 80 projects supporting livestock farming (cows, goats, chickens, geese, wild boars, etc.) for 5,287 households. Localities organized 40 training courses, consulting on production development, and agricultural product consumption management, contributing to the formation of models associated with the value chain, a key factor for agricultural products to have a sustainable position in the market. "Previously, my family only worked for hire, thanks to support for breeding cows and preferential loans, I invested in expanding breeding cows, each year bringing in an income of 150 - 170 million VND, helping my family escape poverty sustainably", said Ms. Pham Thi Hong in Village 2, Tuy Phong Commune, who escaped poverty thanks to breeding cows.

According to the provincial Department of Agriculture and Environment, in the period of 2026 - 2030, the national target program for sustainable poverty reduction is determined by the province to be strategic and long-term, with innovative thinking, integrated and stable approaches. The integration of sustainable poverty reduction and new rural construction into a single program is a necessary step, avoiding duplication of support objects while ensuring focused and effective resources.

According to the provincial Department of Agriculture and Environment, the rate of poor and near-poor households according to the multidimensional poverty standard in the whole province by the end of 2024 will be 4.06%. It is expected that by the end of 2025, the multidimensional poverty rate in the whole province will be 3.33% (equivalent to 29,094 households). Of which, ethnic minorities will account for 9.18% (14,473 households)...
