The projects that are very important to the socio-economic development of the province are mentioned, including: Coastal road and Nhat Le 3 bridge project; Dong Hoi city central railway road and overpass project; Component 1 project - Investment in construction of National Highway 12A, bypassing Ba Don town.

For the above projects, during the implementation process, the Provincial People's Committee has focused on directing, investors and localities have also coordinated in implementation, however, there are still problems. Especially the site clearance work, if not urgently, drastically and resolutely implemented, it is possible that the projects will not be completed according to the schedule set for completion in 2025.

Mr. Nguyen Ngoc Quy, Director of the Traffic Construction Investment Project Management Board (under the Department of Construction) said that the construction progress of the projects is slow, the reason is due to problems in site clearance. Currently, the site clearance results are as follows: Component project 1 - Coastal road (under the Coastal road and Nhat Le bridge 3 project) has approved the site clearance compensation plan for 72.53/80km (reaching 90.7%). Of which, the construction site area handed over is 71.06/80km (reaching 88.8%) but is interrupted and discontinuous, causing difficulties in the implementation of construction by contractors; the construction volume is 714/1,463 billion VND (reaching 49%).

For the Dong Hoi City Central Railway Road and Overpass Project, up to now, only 91/102 households have been completed with land acquisition and measurement, and 2 compensation plans have been approved for 1 organization (relocating the railway signal information system) and 2 households with agricultural land. The construction volume is 37.51/98.98 billion VND (reaching 37.8%).

Component project 1 - Investment in construction of National Highway 12A, bypassing Ba Don town, has a total area of ​​24.07ha/155 households and 5 organizations; of the total number of households that must resettle, there are 10 cases of residential land recovery. Currently, there are problems with land acquisition for resettlement, relocation of technical infrastructure, adjustment of land users of households located in the traffic safety corridor, households affected by vibration and cracking... so the construction volume is 191.7/325.55 billion VND (59%).

Mr. Nguyen Viet Vuong, Deputy Director in charge of the Management Board of Basic Infrastructure Projects for Comprehensive Development of the Province (under the Department of Finance) said: For component project 2 - Nhat Le 3 bridge (under the Coastal Road and Nhat Le 3 bridge project), currently, the site clearance work is still stuck in Bao Ninh commune (Dong Hoi city). The total recovered area is about 11.73ha, however, only 4.98ha of site clearance has been completed, and 6.75ha is undergoing site clearance. Specifically: 1.35ha is being appraised for assets; 1.71ha is waiting for procedures to appoint a land valuation unit; 2.57ha of Dong Hoi City People's Committee has issued a notice of land recovery; 1.12ha is currently preparing a dossier to submit a notice of land recovery. Regarding the resettlement area, only 0.93ha of site clearance has been completed; 2.26ha is preparing a compensation plan; 0.05ha is preparing a dossier to submit a notice of land recovery. Currently, the estimated construction volume is 824.22/1,069.29 billion VND (77.08%).

Faced with this issue, Chairman of the Provincial People's Committee Tran Phong signed an official dispatch on accelerating the progress of implementation and disbursement of public investment capital in 2025. Accordingly, the Chairman of the Provincial People's Committee requested the People's Committees of Quang Trach, Bo Trach, Quang Ninh, Le Thuy districts and Ba Don town, Dong Hoi city to urgently focus on directing the Land Fund Development Project Management Boards and related departments, offices and localities to focus on thoroughly resolving difficulties and problems in site clearance work according to the previous instructions of the Provincial People's Committee to promptly hand over the remaining sites of the projects to investors.

The Chairman of the Provincial People's Committee also requested investors to coordinate more closely with localities to resolve remaining difficulties and problems in site clearance. At the same time, direct and urge construction contractors to urgently concentrate human resources, materials, equipment, machinery, increase construction teams (if necessary) ... to urgently speed up construction progress immediately after localities hand over the entire site, ensuring completion of the project in 2025. During the implementation process, resolutely and strictly handle contractors who are behind schedule and do not ensure quality; proactively advise and propose to transfer volume within the consortium, add subcontractors or replace contractors with sufficient capacity to promptly complete the project in 2025.

“Investors and People's Committees of districts, towns and cities must uphold the sense of responsibility of leaders in resolving land acquisition and clearance difficulties, completing projects to ensure quality and on schedule. Promptly report difficulties and problems under the authority of the Provincial People's Committee, the disbursement working group of the Provincial People's Committee, and the Steering Committee for project implementation so that the Provincial People's Committee and the working groups and Steering Committees of the Provincial People's Committee can handle them, creating favorable conditions for projects to be implemented smoothly; at the same time, they must take full responsibility before the Provincial People's Committee for the implementation results if they fail to complete their tasks, affecting the completion and disbursement progress of these projects", emphasized Chairman of the Provincial People's Committee Tran Phong.
