Maintaining learning models after administrative unit arrangement

Contributing to the success of building learning models in localities, it is impossible not to mention the core role of the HKH at all levels. Reality has shown that in order to build effective learning models, in addition to propaganda and mobilization work, the HKH at all levels has proactively coordinated with mass organizations and related units to review, evaluate and recognize the titles of GĐHT, DHHT, CDHT, and DVHT associated with reviewing the title of "Cultural Family" and implementing the Campaign "Building new rural areas and civilized urban areas". In particular, since the Prime Minister's Decision No. 281/QD-TTg was issued, the provincial HKH has coordinated with the Department of Education and Training to advise the Provincial People's Committee and the Provincial Steering Committee for building a learning society to issue directive documents and implement them; At the same time, promote propaganda work to raise awareness of all classes of people and socio -political organizations about the goals and significance of the lifelong learning movement in families, clans, units and communities.

From the action goals and roles of the HKH organization, in the face of important innovations when implementing two-level local government, especially when HKH at the commune and ward levels has not been fully established, HKH branches and clan learning promotion boards in localities have proactively and effectively implemented plans and tasks to promote learning and talent and build learning models. Compared to models such as GĐHT, DHHT, CDHT, DVHT, CDHT model was born later and has many new points. However, in order not to interrupt the process of building this model in the early stages of implementing two-level local government, HKH branches in residential areas, residential groups, and villages have proactively promoted propaganda work; mobilized organizations and individuals to register to participate in the model and actively implemented the criteria to become CDHT according to the requirements set out in Decision No. 677/QD-TTg of the Prime Minister .

Mr. Bui Ngoc Quy, Head of the Phu Quy Ward People's Committee, formerly Quang Tam Ward, now Quang Phu Ward, said: "The process of implementing the 2-level local government model does not greatly affect or impact the activities of promoting learning, promoting talents and building learning models in the ward. The Ward People's Committee still sticks closely to the area under its responsibility as before to propagate and mobilize each organization and individual to participate in effectively implementing learning models, including the CDHT model."

In other localities in the province such as Tong Son commune, Hoa Loc commune, Hoang Hoa commune, Dong Tien ward, Bim Son ward... with the direct participation of the HKH branches in residential areas and the attention and direction of the provincial HKH, the participation of local Party committees and authorities, the models of CDHT, GĐHT, DHHT, CDHT, and DVHT are still effectively maintained.

According to the representative of the provincial People's Committee, after more than 1 month of implementing the 2-level local government model, although the commune-level People's Committee has not been completed and established, but from the guidance and direction of the provincial People's Committee, the local Party Committee and government before the arrangement and merger of administrative units, up to now, the movement to encourage learning, encourage talents, and learning models in localities have been deployed and maintained effectively from favorable places to difficult areas. In particular, through propaganda and mobilization work, each member of the Family of Students has a correct understanding of learning, has the aspiration and determination to acquire knowledge with will and determination to establish a career and contribute to the homeland and the country. The Family of Students maintains a learning promotion committee with many effective and disciplined activities, creating favorable conditions for children of school age to go to school, be cared for and educated to become good children and good students. Units and unions are continuously implementing plans that have been developed since the beginning of the year with many solutions to effectively maintain unit and union criteria...

According to statistics from the Provincial People's Committee, the whole province currently has 928,031/956,972 families in 166 communes and wards registered to build GĐHT, reaching a rate of 96.98%; 10,374/11,149 clans registered to build DHHT, reaching a rate of 93.05%; 4,393 communities (village, hamlet, and residential group levels) registered to build CĐHT, reaching a rate of 100%. In particular, implementing Decision No. 677/QD-TTg dated June 3, 2022 of the Prime Minister on building the CDHT model, in 166 communes and wards in the whole province, 1,607,504/2,521,318 citizens have registered to build CDHT, reaching a rate of 63.76%. This is an important foundation to realize the goal of building a cooperative society from the grassroots level according to the Party and State's policies in the current period.
