On the afternoon of May 4, Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung chaired a press conference on the expected agenda of the ninth session of the 15th National Assembly.
Deputy Head of the National Assembly Office Vu Minh Tuan said that the ninth session of the 15th National Assembly will hold a preparatory meeting and solemnly open on May 5, and is expected to close on June 30, 2025, in the form of a concentrated meeting at the National Assembly House, Hanoi. The ninth session will be held in two phases: Phase 1 from May 5 to May 29, 2025; Phase 2 will start from June 11 and is expected to close on June 30, 2025.
The ninth session is a session with many important contents, implementing the Resolution of the 11th Conference of the 13th Party Central Committee - a historic conference, discussing historic decisions in the new revolutionary period of our country, bringing the country into a new era, the era of national growth.
At this session, the National Assembly will consider and decide on 54 contents on constitutional and legislative work, including 3 resolutions on constitutional work and 51 laws and resolutions on legislative work; 14 groups of contents on socio-economics, state budget, supervision and other important issues; at the same time, there are 8 groups of contents that agencies will send reports to National Assembly deputies for study, as a basis for exercising the right to supervise and consider the contents according to regulations.
Notably, the session will consider and decide on amending and supplementing a number of articles of the 2013 Constitution; consider and approve the National Assembly's Resolution on merging provincial-level administrative units; consider and decide on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; consider and decide on the election date for deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term...
Regarding the content of amendments and supplements to a number of articles of the 2013 Constitution, Vice Chairman of the National Assembly's Committee on Law and Justice Nguyen Phuong Thuy said that it is expected to issue a Resolution amending and supplementing about 8/120 articles of the 2013 Constitution, related to regulations on the Vietnam Fatherland Front, socio-political organizations and regulations on local governments at all levels...
“The Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution, after synthesizing and absorbing the opinions of the people and National Assembly deputies, will report to the National Assembly for consideration and approval of the Resolution no later than June 26 to serve as a legal basis for the National Assembly to continue considering and approving Laws related to the organization of the apparatus and organization of two-level local governments,” said Ms. Nguyen Phuong Thuy.
The Vice Chairman of the National Assembly's Committee on Law and Justice also said that at the ninth session, the National Assembly Standing Committee is expected to report to the National Assembly to consider shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term by about 3 months to facilitate the work of perfecting the organizational apparatus.
Regarding the appointment and re-appointment of the Chairman of the People's Committee in localities after the merger instead of the election through the People's Council according to current regulations, the Vice Chairman of the Committee on Law and Justice said that this is a mechanism that has not been implemented before, but this arrangement has a different characteristic compared to the previous arrangement of administrative units in that there is no organization of district-level administrative units.
In order to meet the requirements of arranging and assigning cadres, especially civil servants working at the district level to work in new agencies and units as well as to make the most of existing human resources, Ms. Nguyen Phuong Thuy emphasized that the Politburo has directed that in this arrangement, the mechanism of designation and appointment will be implemented for those holding leadership positions of People's Committees and People's Councils in the units implementing the arrangement. This issue will also be recorded in the Resolution amending and supplementing a number of articles of the 2013 Constitution in the transitional regulations to serve as a legal basis for implementation.
