Provinces and cities in the Southeast key economic region identify the implementation of Resolution 57-NQ/TW as a key political task in the current period.

Localities are focusing on perfecting specific institutions and policies and creating a favorable environment for science, technology, innovation and digital transformation to truly become breakthrough driving forces, promoting sustainable socio -economic development.

Strong transformation

After the merger, Dong Nai province has 95 commune-level administrative units, including 23 wards and 72 communes, according to Resolution No. 1662/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units in 2025. Not only reforming the organizational structure, Dong Nai also strongly transformed itself in smart and flexible service methods by applying digital technology . 100% of communes and wards are connected online with the province and ministries and branches, ensuring smooth, fast and accurate information.

To ensure the system operates continuously and without interruption, network operators in the province actively work with localities to standardize data, upgrade software, review infrastructure, convert technical platforms, synchronize data on the National Public Service Portal, document interconnection axis, update user accounts, and assign system access rights according to the new organizational structure. At the same time, assign a technical team on duty 24/7 to support troubleshooting, ensuring smooth command and control operations.

Vice Chairman of Dong Nai Provincial People's Committee Duong Minh Dung stated that the province is facing great opportunities to make a strong breakthrough in the upcoming development journey. In that context, science and technology, innovation and digital transformation are considered key pillars, the shortest path to realize the province's aspirations to rise.

Dong Nai province leaders expect the business community to proactively and boldly invest and apply advanced technological solutions to improve competitiveness, create high-quality products and services, and actively contribute to the sustainable development of the locality.

Plan No. 469-KH/TU of the Provincial Party Committee implements Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development and national digital transformation in Dong Nai province, aiming to create a strong shift in digital infrastructure, digital human resources, science and technology ecosystem, and innovation. At the same time, gradually build digital government, promote digital economy, digital society; establish a startup ecosystem, training facilities, scientific and technological research, innovation centers, concentrated information technology parks... in accordance with the reality in the province.

Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that the city is prioritizing pilot implementation of models such as venture capital funds from the state budget, mechanisms for using science and technology development funds of enterprises, policies for commercializing research results, along with support for the development of open laboratories.

At the same time, the City focuses on issuing policies to attract social resources to participate in developing digital infrastructure and building a synchronous and modern digital transformation ecosystem. The goal is to promote the comprehensive digitalization of state management activities in socio-economic fields, with a special focus on data development, shared platforms, online public services and digital government models.

Ho Chi Minh City is among the top 5 provinces and cities nationwide in terms of competitiveness and digital government development. The rate of online public service usage by citizens and businesses is over 80%, non-cash transactions are over 80%, and the contribution of total factor productivity (TFP) to economic growth is over 55%.

Promoting digital technology development

Nguyen Tri Phuong, Head of Dong Nai Industrial Parks Management Board, said that the Management Board continues to accompany businesses in the process of researching, selecting, and implementing scientific and technological solutions and digital transformation; at the same time, creating a favorable investment and business environment, promoting administrative procedure reform, and applying information technology to management to provide maximum support to businesses.

Accordingly, in the context of the Fourth Industrial Revolution taking place increasingly quickly and strongly in countries in the region and globally, businesses need to proactively increase research and learn more deeply about the solutions that have been introduced, thereby choosing the technology and solutions that best suit their characteristics and resources.

As the economic center not only of the South but also of the whole country, Ho Chi Minh City promotes the development of high-quality human resources associated with key technology industries such as semiconductor industry, artificial intelligence, biotechnology, new materials... The city implements a mass training program on digital skills, develops a "popular digital education" program and strengthens the connection between schools-research institutes-enterprises.

According to the leaders of Ho Chi Minh City, the city aims to become one of the leading digital technology industrial centers in the country; be in the top 100 cities with the most dynamic innovative startup ecosystems in the world and be among the top three localities in innovation and digital transformation. The city strives to maintain its leading position in the country in terms of the rate of digital technology enterprises.

The locality strives for the digital economy to contribute about 40% to GRDP; develop at least one new concentrated information technology park. The city strives to attract some of the world's leading technology organizations and enterprises to set up headquarters, invest in research and production here, including at least one strategic investor in the High-Tech Park.

Ho Chi Minh City is determined to form 5,000 innovative startups; 5 applied research and innovation centers approaching international standards (CoE) in key areas; promote and support the formation of 5-10 large technology enterprises; human resources for scientific research, technology development, and innovation reach 12 people/10,000 people.

The city aims to develop advanced digital infrastructure, gradually mastering a number of strategic technologies and digital technologies such as Artificial Intelligence, Internet of Things (IoT), big data, cloud computing, blockchain, semiconductor chips, 5G and 6G mobile information, satellite information and a number of emerging technologies...

With a vision to 2045, Ho Chi Minh City is determined to become the leading high-tech research and application center in Southeast Asia. The city aims to build an innovation ecosystem in the top 50 cities in the world, with at least 5 international standard applied research and innovation centers and a digital economy accounting for at least 50% of GRDP, creating a solid foundation for a smart, modern and sustainable city./.
