New dynamics in Vietnamese university governance

On August 8, the Central Propaganda and Mass Mobilization Commission, the Ministry of Education and Training , the Faculty-School Club - Institute of Information and Communications Technology (FISU Vietnam), and CMC University jointly organized a seminar on University Governance under the impact of digital technology and artificial intelligence.

Discussion The conference aims to assess the current situation, propose directions and breakthrough solutions in digital transformation, application of digital technology and artificial intelligence to modernize university management in Vietnam. This is also a forum for connecting and sharing among experts, managers, scientists and businesses to promote cooperation in the field of education and training.

In his opening speech, Mr. Vu Thanh Mai, Deputy Head of the Central Propaganda and Mass Mobilization Commission, affirmed: Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo emphasized that higher education must be a center for research and technology application, playing a leading role in innovation in the national system.

The seminar hopes that leading experts will identify challenges, opportunities, core issues, and bottlenecks in university governance, while sharing practical experiences and proposing effective models. From there, policies and solutions will be proposed to help Vietnamese universities improve their governance capacity and move towards international standards in the digital age.

Mr. Nguyen Trung Chinh, Chairman of CMC Corporation, Chairman of CMC University Council said: On September 11, 2024, CMC Corporation announced AI-X, a strategic initiative to form an AI application ecosystem in the Group, in which education plays an important role.

CMC University is the first place to practically implement AI-X in the higher education environment, becoming an innovative university model integrating AI into all training, research and administration activities, showing the clear potential of AI in improving management efficiency and training quality.

At the seminar, speakers discussed and shared experiences on the role and impact of artificial intelligence in university governance, from policy perspectives, practical implementation models to international experiences.

According to Dr. Pham Do Nhat Tien, in the context of digital transformation and the rapid rise of artificial intelligence, the traditional university governance model with its hierarchical structure and rigid processes is revealing clear limitations. Instead, agile governance is being proposed as a viable solution to adapt to the complexity and constant fluctuations of the higher education environment.

AI, based on huge data sources, fast processing capabilities and continuous learning, is not only an object managed by agile management, but also a tool, even a driving force, to help agile management achieve higher levels of performance and efficiency, especially in large, complex organizations, and in highly uncertain contexts.

Dr. Nguyen Son Hai, Deputy Director of the Department of Science, Technology and Information, Ministry of Education and Training, emphasized 5 key tasks to promote the application of artificial intelligence in higher education. These include perfecting institutions and policies on AI application in education; developing digital capacity and AI capacity for teachers and education managers; developing digital capacity and AI capacity for learners; deploying AI application models in education; developing open data systems and AI application ecosystems for Vietnamese education.

In the context of Vietnam strongly implementing the National Strategy on research, development and application of artificial intelligence to 2030, integrating AI into higher education management is no longer a trend but has become an inevitable requirement.

From the perspective of policy, implementation practices and international experience, the discussions at the seminar all affirmed that integrating AI into the higher education ecosystem will create a strong driving force to promote innovation, improve the quality of training and research, and enhance global integration capacity.
