Motivation for Hoang Cuong people to rise out of poverty

Hoang Cuong Safe Vegetable Cooperative applies technical advances in production, contributing to increasing income for members.

Efforts to increase income

Hoang Cuong is a mountainous commune that is gradually overcoming difficulties and striving for development. People here live mainly on agricultural production. Therefore, the need for capital to develop production is very large, opening up opportunities for hundreds of households to escape poverty sustainably.

We visited the economic model of Hoang Cuong Safe Vegetable Cooperative at the right time when the members of the Cooperative were busy taking care of the vegetables, tubers and fruits of the Summer-Autumn crop. With her hands nimbly harvesting the first beans of the season, Ms. Vu Thi Hong, Director of the Cooperative, smiled happily:

“Our cooperative has 14 members producing vegetables on a total area of 1.7 hectares. In 2020, many members of the cooperative were supported with loans under the job creation loan program of the Social Policy Bank. From this source of capital, households have invested in building greenhouses, purchasing equipment and machinery for safe vegetable production. With their own diligence and hard work, and the companionship and support from preferential loans, many member households have risen out of poverty and have stable incomes.”

It is known that in addition to the members of the safe vegetable cooperative, in Hoang Cuong commune there are also hundreds of poor, near-poor, newly escaped poverty households and other policy beneficiaries receiving preferential loans for economic development.

In order to achieve the goal of poverty reduction and increasing people's income, in the 2020-2025 term, the Party Committees of the communes of Hoang Cuong, Man Lan, and Ninh Dan (old) have focused on leading and directing the effective implementation of two breakthroughs: Building infrastructure, attracting investment in industrial and service development; developing commodity agriculture associated with the application of science and technology .

Accordingly, the Party Committee has developed and implemented 4 thematic resolutions; developed 3-star OCOP products of sour cassava; consolidated agricultural service cooperatives; strictly implemented the direction of superiors on developing agricultural production in the direction of commodities and high technology on the land area after consolidation, contributing to increasing income.

The Commune Party Committee created conditions for 750 companies, business households, and production households in the area to serve the people's production, of which 35 companies are operating, 500 business households, and production households.

Under the close direction of the Commune Party Committee, focusing on social security programs, production support and vocational training, in the past term, the commune has eliminated 39 temporary houses for poor households and families of meritorious people, ensuring that there are no more temporary, dilapidated houses in the area. Preferential loan programs from the Social Policy Bank have been effectively implemented, supporting poor, near-poor and newly escaped-poverty households to develop production.

In particular, the commune has created conditions for 150 workers to work abroad for a limited period, contributing to increasing income and improving living standards. Thanks to the drastic implementation of effective poverty reduction solutions, the poverty rate in the commune has now decreased to 4.5%, the near-poor rate has also decreased significantly, to 4.67%, exceeding the resolution target. The average income in the commune is 47 million VND/person/year. To date, all 3 (old) communes have met the new rural standards.

The bamboo rat farming model of Mr. Vu Quoc Dat's family in Zone 1 provides a stable income.

Focus on implementing breakthroughs

Speaking to reporters, Comrade Mai Xuan Dung, Secretary of the Hoang Cuong Commune Party Committee, said: In order to continue to increase income and improve people's lives, contributing to poverty reduction, the 1st Congress of Hoang Cuong Commune Party Committee, term 2025-2030, identified breakthroughs and key solutions, focusing on sustainable socio-economic development.

In particular, developing concentrated agricultural production areas associated with key products is an important task. The commune will prioritize the formation of high-quality specialized production areas, especially tea, fruit trees and intensive aquaculture. Safe and environmentally friendly production models are encouraged, along with perfecting the production - processing - consumption chain.

Promoting digital transformation and building a service-oriented administration are the driving forces for local development and improving people's quality of life.

The second breakthrough is to promote digital transformation, digital government, and digital society. The commune aims for 100% of commune-level officials and civil servants to be trained in digital skills and master technology in management and operation. The rate of administrative procedures processed online throughout the process reaches 95% or more, with the promotion of the use of the VNeID application and the implementation of Project 06. This is the foundation for Hoang Cuong to build smart residential areas, with the goal of achieving 1-2 smart residential areas by 2030.

In order to promote local employment and increase income for local people, the commune will continue to attract investment, develop industry, handicrafts and services. By 2030, Hoang Cuong aims to have 40 businesses operating in the area, and at the same time convert 10 individual production and business establishments into enterprises.

Industries such as garment, mechanics, wood processing, transportation services, healthcare, and vocational training will be encouraged to develop. Socio-economic infrastructure is focused on, with plans to build and upgrade 11.5 km of rural roads and irrigation works, schools, and medical stations.

Key projects such as the expansion of the Z121 Factory and the Song Thao Cement Limestone Mine will be supported in site clearance, creating favorable conditions to attract investment and create jobs for people, increasing people's income and reducing the multidimensional poverty rate to 3.5% by 2030. Vocational training, job creation and production support programs will be implemented synchronously, ensuring people have access to capital, technology and markets.
