Delegates highly agreed on amending and supplementing the draft law, because energy sources are used regularly for many industries, daily activities, and for socio-economic development. The law has a mechanism to encourage the reasonable use of energy sources, and there should also be mandatory sanctions to implement energy-saving solutions.

Giving opinions, many delegates highly agreed on decentralization and delegation of power in energy management, considering this a new and very necessary task. Agreeing to abolish some inappropriate contents, considering decentralization to ensure proper authority, functions and tasks; needing to supplement taxes because the draft law does not mention. Proposing transparent rewards and penalties in energy use; amending and supplementing some related laws to be consistent with the draft law. Because it involves many laws, in addition to avoiding duplication and similarity in content, the draft law needs to adjust words and terms to be appropriate and easy to understand; reorganizing some articles and clauses to make it easier to look up and implement.
