Synchronously announce the merger of administrative units on June 30

Politburo member and Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 169-KL/TW (dated June 20, 2025) of the Politburo and the Secretariat on focusing on completing the task of reorganizing the apparatus and administrative units (Conclusion 169).

According to Conclusion 169, the Politburo and the Secretariat assigned the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations, the Central Military Commission, and the Central Public Security Party Committee to continue to resolutely direct the implementation of projects on organizational arrangement in each field, ensuring quality and progress according to requirements.

Specifically, the Politburo and the Secretariat assigned the Government Party Committee to lead and direct 8 contents. The Ministry of Home Affairs was assigned to preside over and coordinate with agencies to systematize regulations, instructions, and procedures at the commune level to develop a "commune-level work manual" (both electronic and paper versions) to complete and send to localities before July 1.

Check and carefully review the processes and procedures between ministries, functional branches and localities in receiving and proposing to resolve the payment of regimes and policies for cadres, civil servants, public employees and workers in central and local agencies who are on leave due to reorganization, ensuring that procedures are simplified and implemented immediately, and payment is completed before June 30.

The Politburo and the Secretariat require provincial and municipal Party Committees to focus, proactively lead and direct the completion of procedures according to regulations, establish organizations, arrange personnel, arrange headquarters, and create facilities so that all organizations, agencies, and units at provincial and communal levels nationwide can operate synchronously from July 1. Strictly implement the directions of the Politburo and the Secretariat in arranging and assigning cadres; resolutely prevent and combat negativity and local interests, and strictly handle violations.

Organize the ceremony to announce the resolutions and decisions of the Central and local governments on merging administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones on June 30, 2025 (not organizing at the commune level first, then at the provincial level).

The Politburo and the Secretariat assigned the Party Central Office to coordinate with the Central Organization Committee and the Central Inspection Committee to submit to the Standing Secretariat for signing decisions appointing personnel for the executive committee, standing committee, secretary, deputy secretary, and inspection committee of 23 (new) provinces and cities.

Guide Party committees and organizations at all levels to synchronously organize nationwide the ceremony to announce resolutions and decisions of the Central and local governments on merging administrative units, establishing Party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones on June 30 to officially operate from July 1.
