The Ministry of Labor, Invalids and Social Affairs has just developed plans for National Day holidays and some other holidays in 2025 for workers.

In addition to the proposed 9-day Lunar New Year holiday schedule for 2025, the Ministry also proposed a holiday schedule for Victory Day on April 30 and International Labor Day on May 1.

Accordingly, on the occasion of April 30 and May 1, the Ministry of Labor, Invalids and Social Affairs proposed to swap working days from Friday (May 2, 2025) to Saturday (April 26, 2025) so that civil servants and public employees can have 5 consecutive days off, from Wednesday, April 30, 2025 to Sunday, May 4, 2025 (working on Saturday, April 26, 2025).

Agencies and units implementing the above holiday schedule must arrange and organize work departments reasonably to handle work continuously, ensuring good service to the organization and the people.

Agencies and units that do not have a fixed schedule of Saturday and Sunday every week must base on the specific program and plan of the unit to arrange a suitable schedule of holidays in accordance with the provisions of law.

The Ministry of Labor, Invalids and Social Affairs said that arranging to swap normal working days and make up for them on other days will help ensure that civil servants and public employees have a harmonious and complete holiday, while also stimulating tourism and social consumption, promoting economic growth.

At the same time, this exchange does not change the working time fund of civil servants and public employees.

For employees working in enterprises, the Ministry of Labor, Invalids and Social Affairs encourages employers to apply the April 30 and May 1, 2025 holidays for employees as prescribed for civil servants and public employees.

However, it is necessary to ensure full implementation of the regimes for employees according to the provisions of law; encourage agreements that are more beneficial to employees.

Leaning towards the option of 4 days off for National Day September 2

Regarding the National Day holiday on September 2, 2025, the Ministry of Labor, Invalids and Social Affairs proposed two options for civil servants and public employees.

Option 1: Take 2 days off as prescribed, including September 2 and 1 day immediately before September 2.

Accordingly, civil servants and public employees will have a holiday for National Day in 2025 from Saturday, August 30, 2025, to Tuesday, September 2, 2025. With this plan, on the occasion of National Day in 2025, civil servants and public employees will have 4 consecutive days off, including 2 National Day holidays and 2 weekly days off.

Option 2: Take 2 days off as prescribed, including September 2 and the day immediately following September 2. According to this option, civil servants and public employees will have National Day off from Tuesday, September 2, 2025 to Wednesday, September 3, 2025; that is, 2 consecutive days off.

With the above 2 options, the Ministry of Labor, Invalids and Social Affairs is inclined towards option 1, because it helps civil servants and public employees have a continuous 4-day break, longer than option 2. Arranging compensatory leave and extending the holiday not only helps workers have time to rest and restore their labor force, but also stimulates tourism, promotes social consumption and economic growth.
