Enhance the sense of responsibility in resolving voters' petitions

Delegate Ma Thi Thuy basically agreed with the assessment and comments of the National Assembly Standing Committee on the results of monitoring the settlement of voters' petitions sent to the 6th session of the 15th National Assembly.

To continue improving the quality and effectiveness of the work of handling voters' petitions in the coming time, delegates suggested that the National Assembly, the National Assembly Standing Committee, and the National Assembly's specialized agencies have more forms of supervision in the work of handling voters' petitions by central ministries and branches. At the same time, it is necessary to review the opinions that have been promised to be accepted, or accepted for research and resolution in the documents responding to voters' opinions and petitions in order to have a plan to monitor the unanswered and unresolved petitions of previous periods, to continue to urge and supervise the implementation.

The delegates also requested the Government, ministries and branches to further enhance their sense of responsibility in coordinating to consider, resolve and respond to voters' opinions and recommendations in accordance with regulations. There should be separate documents responding to voters' opinions and recommendations for each province and city, and should not be answered in one document, causing difficulties in the process of monitoring, updating and compiling information to voters.

Some voters' recommendations related to the inconsistency between legal documents or between Party regulations and state laws... causing difficulties in implementation. Delegates requested relevant ministries and branches to urgently study and amend to ensure the suitability and feasibility of legal documents and remove difficulties and obstacles in the implementation process.

Resolutely resolve the issue of illegal collection of compulsory social insurance

Regarding some specific recommendations from voters, delegate Ma Thi Thuy suggested that the Government continue to direct the Ministry of Labor, War Invalids and Social Affairs and the Vietnam Social Security to coordinate with relevant agencies to review, report and propose solutions to completely resolve voters' recommendations regarding the situation of collecting compulsory social insurance not in accordance with the law for individual business owners.

The delegate said that according to the provisions of the law on social insurance, individual business owners are not subject to compulsory social insurance. However, in reality, since 2003, due to lack of understanding of the compulsory social insurance collection policy at social insurance in some localities and individual business households, after receiving instructions from the Vietnam Social Insurance, localities have stopped collecting compulsory social insurance for this group of subjects and instructed them to switch to voluntary social insurance.

However, as of September 30, 2016, nationwide there were more than 4,200 individual business owners who had paid social insurance, including many cases that were eligible for retirement according to regulations but had not yet had their retirement resolved and had sent petitions and complaints.

Delegate Ma Thi Thuy suggested that ministries and branches focus on resolving voters’ recommendations sent to previous sessions, especially some recommendations that have not yet had a roadmap for resolution. The delegate emphasized that ministries and branches mainly report on what has been done, implemented, and strengthened inspection and handling... However, some areas that voters have recommended, such as fraud via cyberspace, ensuring security in cyberspace; preventing fraudulent messages and calls; the issue of granting certificates of land use rights and ownership of other assets attached to land... are still inadequate in social life.

Delegates expressed their hope that in addition to reviewing the implemented activities, ministries and branches need to assess the substantial changes in resolving the issues raised by voters.
