Responding to climate change is inevitable

In his concluding remarks, Prime Minister Pham Minh Chinh analyzed the situation, saying that climate change is becoming more extreme, developments are becoming more complex, consequences are becoming greater, and overcoming it requires a lot of effort and money.

"Responding to climate change is an urgent task that no country can do alone. Contributing to climate change response, green development, and energy transition is something that cannot be avoided, cannot be left out, and must be done effectively," he emphasized.

Reviewing the results achieved, the Prime Minister summarized "4 positive points". The first thing he emphasized was that awareness and action were unified and strengthened.

The entire political system has taken action to respond to climate change, aiming for safety against natural disasters, reducing greenhouse gas emissions, and bringing net emissions to "0" as committed.

Besides, the Party's policies have been promptly institutionalized.

The commitments at the COP26 Conference were quickly integrated and concretized into legal documents, policies, strategies and plans for synchronous implementation from the central to local levels.

A typical example is the implementation of a program of 1 million hectares of high-quality, low-emission rice.

The Government, the Prime Minister, ministries and branches, within their authority, shall issue strategies, plans, projects and proposals for the development of specific sectors and fields, creating a policy corridor, which is an important basis for the prompt and timely implementation of Vietnam's commitments at the COP26 Conference and the implementation of a fair energy transition.

Third, international cooperation is promoted, attracting the attention, commitment, and implementation of specific projects from international partners.

Many global corporations and businesses with economic potential, high technology, and low greenhouse gas emission technology have come to Vietnam to explore investment opportunities in various fields.

"The strategies of the nation, businesses and investors must be in the same direction to create development momentum," said the Prime Minister.

Finally, there is a clear change in awareness and action, self-awareness, and increased responsibility in environmental protection, emission reduction, and climate change response of each citizen.

However, besides the achieved results, the implementation and participation in responding to climate change and energy conversion are still uneven, the majority do well but some do not.

Working groups to support the implementation of JETP have been established but have been slow to implement their assigned duties and responsibilities.

Policies and regulations related to tasks and solutions to implement commitments at COP26 and energy transition are generally limited compared to development requirements.

Promoting the implementation of the Green Energy Transformation Action Program in the Transport Industry

The Prime Minister stated that digital transformation, green transformation, energy transformation, and greenhouse gas emission reduction are inevitable and irreversible trends.

Therefore, greater efforts and determination are needed to better respond to climate change, including green development, clean energy transition, and implementation of COP26 commitments.

At the same time, mobilizing all resources, the whole society, the whole people to participate, in which connecting and mobilizing to attract resources from international sources, green financial flows, technology transfer, knowledge, and experience from countries, international organizations, and investors is very important.

Assigning common tasks, the Prime Minister noted the task of forming and developing the clean energy industry, including developing supporting industries and equipment to produce renewable energy, biomass energy, green hydrogen, green ammonia, etc.

Going into specific and notable tasks, the Prime Minister assigned the Ministry of Agriculture and Rural Development to effectively organize and implement the Project on Sustainable Development of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030; promote cooperation, prepare, negotiate, sign and implement agreements on buying and selling emissions reductions from forests...

The Ministry of Transport is responsible for presiding over and coordinating with ministries, branches and localities to promote the implementation of the Action Program for green energy conversion, reducing carbon and methane emissions in the transport sector.

The Ministry of Planning and Investment is assigned to carry out tasks to realize green growth goals associated with socio-economic development, mobilizing resources for green growth.

The Ministry of Science and Technology continues to prioritize resources to implement scientific and technological tasks under national science and technology programs related to climate change response.
