Investing in human resources and technology infrastructure to promote digital transformation

Human resources and technological infrastructure are important factors that determine the success of the digital transformation process. To successfully carry out digital transformation, it is necessary to have a developed technological infrastructure and human resources with appropriate qualifications to meet the requirements of operating a digital government, digital economy and digital society in the current digital transformation era.

In Phu Yen, both of these factors are lacking and weak, leading to a slow and ineffective digital transformation process, requiring more attention and investment.

Lack and weakness

Despite many efforts in implementing digital transformation (DCT), this work in Song Hinh district has not yet achieved the desired results. Among the pillars of implementing DCT tasks, Song Hinh faces the biggest difficulties in human resources and technological infrastructure, especially at the commune level. In recent years, although the district has invested in an online meeting system that connects seamlessly with the communes; purchased more computers and equipment for DCT..., it still does not meet the requirements for DCT work. Along with that, the lack of human resources with IT expertise to serve DCT work is also a major difficulty of the locality today.

Mr. Nguyen Nhu Dong, Head of the Department of Culture, Science and Information, Deputy Head of the Steering Committee for Digital Transformation in Song Hinh district, said: Currently, the whole district does not have any specialized digital transformation staff, all of them are part-time. At the commune level, civil servants in charge of culture and information will take on new tasks serving digital transformation. Meanwhile, most of the staff in this field when recruited have expertise in the field of culture and society, so their IT knowledge and skills are still limited...

Currently, the lack of human resources trained in IT to serve the digital transformation work is a common difficulty of the whole province. Human resources serving the digital transformation work in general and network security in particular in agencies, units and localities have not met the requirements in terms of both quantity and quality, especially at the grassroots level. Colonel Nguyen Thai Hoang, Deputy Director of the Provincial Police Department, said: The human resources serving the digital transformation work in general and network security in particular of agencies, units and localities of the province currently do not meet the requirements. According to statistics in the whole province, in localities there are only more than 30 cadres with qualifications and expertise in IT, with this very limited number, we cannot talk about improving the effectiveness of digital transformation work at the district level.

Continued investment interest

To meet the requirements of digital transformation, the province has invested a lot of resources in upgrading IT infrastructure. The province has established a synchronous, unified IT system for common use; formed a platform for integrating and sharing provincial data connected to the central data integration and sharing platform; there have been a number of IT applications that are synchronously connected from the province to the grassroots level such as the Document Management and Operation System connected through the Electronic Document Interconnection Axis, the Online Public Service Portal and the Electronic One-Stop Information System built centrally, unified and connected from the commune, district, provincial levels and connected to the National Public Service Portal... In addition, the province also has an online video conferencing system from the province to the district level and connected to the central level, integrating MS Teams software to the commune level and providing extended online support to individuals and organizations; the paperless meeting room system has been deployed at the Provincial People's Council and Provincial People's Committee; Tuy Hoa City IOC system, the surveillance camera system in the area has been put into operation and supports urban management and operation...

Through assessment and review, the IT infrastructure to serve digital transformation in Phu Yen is currently very weak compared to other provinces. Therefore, the province is focusing on directing this work, meeting the requirements for us to operate and deploy digital transformation more effectively in the coming time. The province will also develop incentive mechanisms and policies to encourage the participation of private enterprises in the technology sector, creating a favorable environment for public-private cooperation in digital transformation development...

According to the Department of Science and Technology, in the coming period, the province has increased the investment level for the information and communication sector in the total local budget expenditure with the goal of ensuring high-speed and stable internet connection throughout the area, including in rural, remote and isolated areas; building a specialized data transmission system for state agencies and specialized network infrastructure for public services; shifting from the old technology infrastructure model to using virtualized services on the cloud computing platform, helping to reduce physical infrastructure investment costs and increase scalability and flexibility; using IoT in the fields of urban management, environment, health, education, transportation, etc.

At the same time, the province also focuses on training and developing human resources to serve digital transformation by implementing the Project to raise awareness, popularize skills and develop national digital transformation human resources by 2025, with a vision to 2030; improve state management capacity and law enforcement on digital transformation. Every year, the province also organizes training and fostering on IT and e-government for leaders, specialized officials and officials and civil servants in state agencies, ensuring to meet the needs and effectively use information systems.
