At the meeting, representatives of the leaders of the ministries of Finance, Ethnic Minorities and Religions, and Agriculture and Environment reported on the implementation of the National Target Programs and some key tasks and solutions in the coming time; the implementation and preparation for the review of the National Target Program on socio-economic development of ethnic minority and mountainous areas, phase 1, from 2021 to 2025; the implementation and preparation for the review of the 2 National Target Programs on new rural construction and sustainable poverty reduction, phase 2021-2025.

Representatives of leaders of ministries and localities discussed and clarified the results achieved, difficulties and obstacles in the implementation of the National Target Programs and proposed recommendations and solutions for the coming time.

Speaking at the meeting, Mr. Doan Ngoc Lam, Standing Vice Chairman of the Provincial People's Committee, reported on the results of implementing the National Target Programs in Quang Binh and emphasized: In 2025, Quang Binh was assigned a total capital source of 537,088 billion VND for 3 National Target Programs; of which the development investment source is 393,872 billion VND and the career capital source is 143,216 billion VND. The total disbursed value of the capital source of 3 National Target Programs in 2025 for development investment by March 31, 2025 is 72,337 billion VND, reaching a rate of 18.36%.

Comrade Doan Ngoc Lam proposed that the Central Government allocate all the estimated development investment capital of the socio-economic development program for the ethnic minority and mountainous regions and the career capital of this program to the province to ensure good implementation of the National Target Programs.

Regarding the National Target Program on New Rural Construction, up to now, Quang Binh has 2 district-level units completing the construction of new rural areas and 97 communes meeting new rural standards (79.5%); of which 19 communes have met advanced new rural standards (19.6%) and 6 communes have met model new rural standards (6.2%). The reason why Quang Binh does not have any district-level units meeting new rural standards is due to objective factors.

Currently, the dossier requesting consideration and recognition of two district-level units, Dong Hoi City and Ba Don Town, for completing the task of building new rural areas has been approved by the National Council and submitted to the Prime Minister for approval. Quang Binh also hopes that these two localities will be recognized as meeting new rural standards before the district level stops operating.

The Standing Vice Chairman of the Provincial People's Committee also reported on the results of eliminating temporary and dilapidated houses for poor households and the program to eliminate temporary houses for ethnic minorities in the locality.
