Mr. Nguyen To An, Deputy Director of the Vietnam Register, said that recently the Department has received many complaints from a number of agencies, organizations, people and businesses about vehicle inspectors and professional staff of motor vehicle inspection units suggesting and asking for tips from vehicle owners when bringing their vehicles for inspection.

In addition, the inspection staff also suggested that the vehicle owner must buy compulsory civil liability insurance while the vehicle still has insurance or buy it continuously for an incorrect period of time. If the vehicle owner does not buy it, they will make things difficult by prolonging the time to return the inspection results.

In addition, some inspectors have not performed the same vehicle inspection content consistently, and have omitted items and inspection content during the inspection process.

In particular, there is a phenomenon of inspecting vehicles with fake yellow license plates to be "magically" transformed into commercial transport vehicles, and at the same time, granting a next inspection period to some vehicles that is not in accordance with regulations.

Some inspection units arbitrarily violate regulations on re-acceptance testing to reissue certificates of technical safety and environmental protection for modified motor vehicles.

"In particular, there is information reflecting that the inspection unit colluded to conduct inspections for trucks with extended walls and cargo containers. Therefore, there is still a situation of trucks with extended walls and cargo containers participating in traffic," the leader of the Department of Registration emphasized.

According to the Department of Registration, the above reflections have negatively affected the inspection activities. Therefore, in order to promptly rectify and improve the quality of motor vehicle inspection work, avoiding the recurrence of violations in the field of motor vehicle registration, the Department of Registration has just issued a document requesting inspection facilities to comply with regulations on technical safety inspection and environmental protection of road motor vehicles.

Accordingly, the Department recommends that the Department of Transport implement and maintain the connection of camera data to monitor motor vehicle inspection activities. Promptly detect and strictly handle cases where inspectors and inspection units ignore inspection items or conduct inspections for vehicles that violate administrative regulations in the field of road traffic order and safety.

For motor vehicle inspection units, the Department requires that they do not arbitrarily make requests or instruct vehicle owners to perform actions that are not prescribed by law.

In case the truck has an extended side or cargo box that is different from the vehicle's inspection records, the inspection unit will inspect, evaluate and issue a notice of failure. At the same time, the inspection unit is responsible for logging into the motor vehicle warning software and notifying the local traffic police agency.

"It is strictly forbidden to arbitrarily reissue a renovation certificate from another unit that has previously accepted and issued a renovation certificate...", the Vietnam Register requested.
