On June 18, Hanoi City Police held a conference to disseminate and deploy plans to ensure security and safety for Russian President Vladimir Putin's visit to Vietnam.
Here, the leader of Hanoi City Police said that, based on the actual situation, the units need to focus on means to carry out protection work, ensure maximum mobilization of forces, arrange in all areas where the activities of international delegations take place; assign specific people and tasks, and not let any shortcomings occur that affect the protection work of the delegation.
Units directly involved in protection work must organize, coordinate, and closely cooperate between internal and external protection forces, especially in grasping the situation, proactively and promptly exchanging and providing information in resolving specific situations.
In particular, the traffic police department closely coordinates with the police of districts and towns in implementing traffic safety plans, leading the delegation throughout the delegation's activities in Hanoi; increasing patrols and controls, and implementing plans to clear traffic congestion immediately after the delegation has passed through.
On the same evening, Hanoi City Police announced a traffic diversion plan. Accordingly, from 7:00 a.m. on June 19 to 10:00 p.m. on June 20: temporarily banning passenger and freight transport vehicles (except for vehicles with security badges, buses, environmental sanitation vehicles, vehicles handling and troubleshooting; fixed-route passenger vehicles) on some traffic routes under the orders and instructions of the authorities; restricting private cars and motorbikes from operating on traffic routes in the following districts: Ba Dinh, Tay Ho, Hoan Kiem, Dong Da, Cau Giay, Nam Tu Liem, Dong Anh, Soc Son, Me Linh.
During the above period, Hanoi City Police organize directions for vehicles under temporary ban and restriction: vehicles from Eastern and Southeastern provinces (Bac Ninh, Bac Giang, Hai Phong, Hai Duong....) to Southern provinces: go through Thanh Tri - Phap Van bridge - go to Southern provinces (Ninh Binh, Nam Dinh, Ha Nam...) and vice versa.
Vehicles from the Eastern and Southeastern provinces (Bac Ninh, Bac Giang, Hai Phong, Hai Duong...) to the Northern provinces (Vinh Phuc, Phu Tho, Thai Nguyen,...): take National Highway 5 - Thanh Tri Bridge - Phu Dong Bridge - National Highway 3 to go to the Northern provinces and vice versa.
Hanoi City Police also said that vehicles from the southern provinces (Ninh Binh, Nam Dinh, Ha Nam...) to the northern provinces (Vinh Phuc, Phu Tho, Thai Nguyen...) follow the route Phap Van - Ngoc Hoi - Phan Trong Tue - Phung Hung - Xa La - Van Phu - Le Trong Tan - Provincial Road 70 - Nhon - National Highway 32 - Vinh Thinh Bridge (or Trung Ha Bridge) - to the northern provinces (Vinh Phuc, Phu Tho, Thai Nguyen...) and vice versa. Vehicles are restricted from going on Ring Road 3 (from the Nguyen Trai - Khuat Duy Tien intersection to Vo Van Kiet).
For other routes and vehicles, comply with the regulations on the operation of vehicles in Hanoi. Hanoi City Police require traffic participants to strictly comply with the Road Traffic Law; when encountering priority vehicles signaling priority on duty, they must promptly change direction to the nearest level crossings and intersections according to the instructions of the authorities to give way to priority vehicles.
