The 1st Dong Tho Commune Party Congress, term 2025 - 2030, marks a new beginning with confidence and aspiration for stronger development. In the new term, the Commune Party Committee focuses on improving the leadership capacity and fighting strength of grassroots Party organizations; promoting the strength of solidarity among ethnic groups in the area combined with the strength of the times; perfecting commune-level planning; prioritizing resources to upgrade traffic infrastructure and digital infrastructure, contributing to promoting digital government and digital economy; focusing on exploiting the potential, strengths, and available resources in the locality, promoting socio-economic development, improving the material and spiritual life of the people, preserving and promoting traditional cultural values associated with rural economic development; maintaining political stability, social order and safety, and being determined to build Dong Tho commune to develop rapidly and sustainably. Innovating the agricultural production organization model according to the value chain based on linking many subjects, coordinating with Vietnam - Misaki Company Limited to export 80 tons of salted buffalo ginger and pickled shallots to the Japanese market. * Can Ty commune was established on the basis of merging Can Ty and Bat Dai Son communes, with a border of 5.737 km, including 17 villages and 11 ethnic groups. In the 2020 - 2025 term, in the face of many difficulties and challenges, the Party Committee of the commune has been united, dynamic, and made efforts to achieve many comprehensive results in all fields. The commune achieved 38/48 targets of the Resolution and exceeded them; agricultural potential and advantages have been gradually exploited. Regarding economic development, the commune focuses on leading and mobilizing people to actively transform the structure of crops and livestock with high economic value associated with linking product consumption. Currently, the income per unit of cultivated land area reaches 45 million VND/ha; implementing 32 livelihood projects to promote livestock farming, the proportion of the agricultural sector accounts for 80% of the economic structure. The total capital of the National Target Programs is over 145 billion VND, contributing to promoting socio-economic development and poverty reduction. The commune proactively invites investors to invest in tourism products; the value of tourism products is estimated at over 5 billion VND/year. During the term, 3,747 people went to work outside the province and exported labor; the average poverty reduction rate is 5.5%/year. People have a big change in awareness about eliminating bad customs; education and health care are focused, maintaining national border sovereignty.

* Xuan Van commune was established on the basis of merging Xuan Van commune with Phuc Ninh and Trung Truc communes. After the merger, Xuan Van commune has a natural area of 104 ^km2 . The commune has 43 villages with a population of 19,080 people, of which the proportion of ethnic minorities accounts for 41.70%. Xuan Van commune Party Committee has 58 Party cells with 726 Party members.

The political report affirmed that in the past term, with the spirit of solidarity and unity, the Party Committee closely followed the goals and tasks; Xuan Van, Trung Truc, and Phuc Ninh communes overcame difficulties, completed and exceeded the targets set by the Congress Resolution. The economy of the 3 (old) communes has clearly changed, the average income per capita has increased compared to 2020, reaching 54.1 million VND/person/year. Phuc Ninh commune completed the construction of an advanced new rural area in 2023, reaching the model new rural area standard in 2024; Xuan Van commune achieved the new rural area standard in 2023; Trung Truc commune is building a new rural area in 2025. Some specific targets: Strive for average income per capita to reach 72 million VND/person/year by 2030. The rate of poor households according to multidimensional poverty standards will decrease by an average of 2-3%/year. By 2030, there will be no poor households according to multidimensional poverty standards for the period 2021-2025. Grain food production will reach 4,800 tons/year, the number of industrial and service production units will be over 500 establishments. The commune strives for 100% of rural roads in the commune to be hardened by 2030...

The economy in the commune has grown steadily; average income per capita reaches 57.6 million VND/year; the multidimensional poverty rate has decreased from 4.16% in 2020 to 2.69% in 2025; the rate of trained workers has reached 77.5%. Education, health care, and culture have made much progress; the cultural identity of ethnic groups has been preserved, backward customs have been gradually pushed back; social order and security have been maintained.

The Congress has the theme: "Promoting the strength of national solidarity; enhancing the leadership capacity of the Party Committee, the effective and efficient operation of the government; promoting digital transformation, applying science and technology, developing the economy - society, ensuring national defense - security; building Tien Yen commune to develop sustainably". In the direction of the 2025-2030 term, the Congress has identified 20 main targets; 6 key tasks; 2 breakthroughs in developing rural transport infrastructure and developing typical agriculture and forestry, associated with products of high economic value.

Speaking at the Congress, Comrade Ngo Xuan Nam, Deputy Secretary of the Provincial People's Committee emphasized: In the context of many difficulties and challenges, the Party Committee, government and people of Tien Yen commune need to continue to promote the tradition of solidarity, exploit potentials and advantages, and strive to fulfill the goals set out in the resolution.
