* During the 2020-2025 term, the Party Executive Committees of Son Phu, Da Vi and Hong Thai communes (before the merger) have promoted the tradition of solidarity, together with the efforts of the government and the will to rise of the people, achieved many positive results: Political and ideological propaganda and education work among cadres, party members and the masses has been well implemented; resolutions, plans and programs have been issued to lead and direct the implementation of political tasks, focusing on implementing key targets and key tasks.

As a result, many economic models for high income have been built; the poverty rate has decreased sharply; cultural, artistic, physical education and sports activities to improve physical health and spiritual and cultural life for the people have been given attention. The quality of teaching and learning in schools has been improved; social security has been ensured; political security and social order and safety have been maintained. With the motto "Solidarity - Democracy - Discipline - Creativity - Development", the Congress pointed out difficulties and limitations, lessons learned and set out directions, goals and tasks for the 2025 - 2030 term.

Speaking at the Congress, Comrade Phung Tien Quan, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, praised the achievements of the Hong Thai Commune Party Committee in the past term. He suggested that the Party Standing Committee and the Commune Party Executive Committee, immediately after the Congress, develop and implement action programs and plans to concretize the resolution into practical life. The focus is on perfecting and stabilizing the organizational apparatus after the merger in the direction of streamlining, operating effectively and efficiently, creating high consensus in society. Deploying the establishment and implementation of general plans, sectoral and field plans to ensure synchronization and suitability. Promoting digital transformation, building brands, promoting and developing key agricultural products and local OCOP products associated with tourism and service development. At the Congress, the Party Executive Committee, the Standing Committee of the Party Committee, the Secretary, Deputy Secretary of the Party Committee of Hong Thai commune, term I, and delegates attending the 18th Provincial Party Congress, term 2025 - 2030, introduced themselves to the congress.

*The political report at the Congress stated that after the merger, the Trung Thinh Commune Party Committee has 55 organizations with Party offices and more than 1,020 Party members. The grassroots Party organizations maintain their activities; the quality of activities is of interest; the rate of Party organizations and Party members classified as having completed their tasks or higher is 94%; 141 new Party members are admitted. In the 2020-2025 term, the commune's socio-economy has achieved many outstanding results: Stable growth rate, average income per capita reaches 25 million VND/year, the poverty rate decreases by an average of 6%/year; the rate of households using clean water reaches 89%. The cultural and social fields have made progress; education, health care, and social security are focused; national defense and security are firmly ensured.

Entering the 2025-2030 term, the Congress set out the general goals: Building a clean and strong Party Committee of the commune; promoting the combined strength of the political system and the great solidarity of the people; developing a sustainable economy, taking agriculture as the foundation, tourism - services as the driving force, small-scale industry as the supporting sector; focusing on developing key agricultural and forestry products associated with the application of science - technology, digital transformation; building synchronous and gradually modern infrastructure; improving the quality of education, health care, material and spiritual life of the people; maintaining national defense - security, social order and safety.

Speaking at the Congress, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission Tran Manh Loi suggested that in the 2025-2030 term, the Party Committee and the Trung Thinh commune government continue to promote the building and rectification of a strong Party and political system. Quickly complete the organizational structure, improve the quality of the staff, build a great solidarity and unity bloc in the entire Party Committee, and strive to successfully implement the set goals and tasks. At the Congress, the Party Executive Committee, the Party Standing Committee, the Secretary, Deputy Secretary of the Trung Thinh Commune Party Committee, term 2025 - 2030 and the Delegation attending the Congress at a higher level were introduced to the Congress.

* Bach Dich commune was established on the basis of merging 3 old communes: Phu Lung, Bach Dich and Na Khe. This is a border commune with an area of 95.028km2, with 42 villages, including 13 border villages; population of 12,393 people, 2,338 households; 20 ethnic groups living together.

During the past term, the Party Committee of Bach Dich commune has completed 20/23 targets of the Resolution; concretized over 65% of rural roads; converted 10 hectares of ineffective land into high-value crops; the total livestock herd reached over 18,000 heads; the budget revenue in 2025 reached 500 million VND, exceeding the target by 345%; 100% of schools met national standards level I; the poverty rate decreased from 33% in 2020 to 23% at the end of 2024.

In the 2025-2030 term, the Bach Dich Commune Party Committee has set out two breakthroughs: Focusing on exploiting potentials and strengths to comprehensively develop agriculture to create unique products to serve tourism development; building infrastructure, focusing on rural roads, technology infrastructure, and tourism infrastructure. The Commune Party Committee has set out specific targets and many implementation solutions.

Speaking at the Congress, Permanent Vice Chairman of the Provincial People's Council Hau Minh Loi expressed his joy and excitement at the results that the Party Committee, government and people of all ethnic groups in Bach Dich commune have achieved in the past term. Immediately after the congress, the Party Committee of the commune needs to urgently develop, promulgate and organize the implementation of working regulations and work programs for the entire term; concretize the Congress Resolution into action programs and implementation plans; clearly define the roadmap, steps, key and breakthrough tasks; assign tasks and assign responsibilities to each Party Committee member to monitor, lead and direct in order to successfully implement the Resolution of the Congress.

* Lao Chai commune is a border commune merged from 3 communes: Lao Chai, Xin Chai and Thanh Duc. In the 2020-2025 term, although there are still many difficulties and challenges, the goals and targets of the Party Congress resolutions of the communes have basically been achieved and exceeded. 99% of Party cells have excellently completed their tasks. Currently, the commune maintains a number of typical and key products such as: 380 hectares of Shan Tuyet tea trees, the value of harvested products is estimated at 1.6 billion VND; 874 hectares of cardamom trees. Trade and service activities continue to develop. In particular, the national target program on sustainable poverty reduction has been effectively organized and implemented; multidimensional poor households have access to information on employment, the labor market, and support in finding jobs. National defense work has been given attention by the Party Committee and the government, in coordination with the border guard force to patrol and protect the border, territorial sovereignty, and the system of border markers is protected and maintained. Foreign affairs activities are maintained, expanded, and develop friendly and cooperative neighborly relations with localities sharing common borders.

Entering the new term, Lao Chai Commune Party Committee set specific targets such as: Average income per capita by 2030 reaching 32 million VND; striving to build 2 schools meeting national standards; the rate of households escaping poverty according to multidimensional poverty standards decreasing by an average of 5% annually; the rate of people with health insurance cards reaching 100%; 100% of households receiving propaganda and education on laws on national defense - security, and border laws.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Hoang Gia Long acknowledged and highly appreciated the achievements of Lao Chai Commune Party Committee in the past term. He emphasized: Lao Chai is a border commune of the province with many difficulties. In order to build a clean and strong Party and political system, the Party Committee of the commune needs to promote innovation, digital transformation, promote the potential and advantages of the locality, especially strong crops such as tea and cardamom; promote the development of community tourism associated with agriculture. At the same time, continue to improve the operational efficiency of agencies and organizations associated with building a team of cadres and civil servants with sufficient qualities and capacity. * During the past term, the Minh Quang Commune Party Committee has promoted the spirit of solidarity, focused on implementing and fully disseminating the directives and resolutions of the superiors to all cadres and Party members. During the term, the entire Party Committee admitted 102 new Party members (achieving 100% of the plan); every year, over 90% of the Party grassroots organizations and Party members are classified as having completed their tasks or better; built 71 new concrete roads with a length of 8.322 km; total   Food output reached over 14,279.3 tons; average income per capita reached 43.4 million VND/person/year...

During the 2025-2030 term, Minh Quang commune strives for an average income per capita of nearly 60 million VND/person/year by 2030, an increase of 28.8% compared to 2025; over 90% of households achieving cultural families; 90% of villages achieving cultural villages; 95% of agencies and units achieving cultural standards; the rate of exchanging electronic documents with specialized digital signatures strives to reach 100%... At the same time, 5 groups of targets, 5 key tasks, 2 breakthroughs and 6 main solutions for implementation are proposed.
