"Salvation" for unemployed workers

When participating in unemployment insurance, employees pay 1% of their monthly salary and wages. When leaving work, employees are entitled to monthly unemployment benefits of up to 60% of the average monthly salary and wages for which unemployment insurance was paid for in the 6 consecutive months before leaving work, but not exceeding 5 times the basic salary and the regional minimum wage. The duration of unemployment benefits is not more than 12 months. When losing their jobs, in addition to receiving unemployment insurance benefits according to regulations, employees are also notified to find new jobs, supported with vocational training and free labor and employment advice.

Early in the morning, Ms. Dinh Thi Quyen, born in 1989 in Huong Can commune, was present at the Phu Tho Employment Service Center (DVVL) according to the appointment schedule to complete the procedures for receiving unemployment benefits and reporting the job search situation. Bringing all the required documents and papers, Ms. Quyen's claim for benefits was quickly resolved by the center's staff. Ms. Quyen shared: “In 2024, I gave birth to my third child and decided to quit my job at Hoya Glass Disk Vietnam Co., Ltd., specializing in manufacturing electronic components in Bac Thang Long Industrial Park, Hanoi, after 10 years of working there, to take care of my family and young children. After quitting my job, I realized that I needed a source of financial support to stabilize my life and prepare to find a new job. After sharing information with friends and learning from the Phu Tho Employment Service Center, I decided to apply for unemployment benefits with an amount of more than 30 million VND. After receiving the benefits, I plan to find a new job in Hoang Xa Industrial Park, Tu Vu commune, only about 20km from home.”

Every day, Phu Tho Employment Service Center receives, consults, and resolves procedures related to unemployment insurance for hundreds of people. Comrade Nguyen Thi Mai Phuong, Head of Unemployment Insurance Policy Department, Phu Tho Employment Service Center informed: “In the first 7 months of 2025, the Center has effectively implemented unemployment insurance policies, providing practical support to workers. The Center received nearly 6,000 applications, of which nearly 5,000 people were decided to receive unemployment benefits with a total unemployment insurance payment of nearly 117 billion VND. Regarding vocational training support, the Center has supported 18 people, with a total vocational training support payment of 78 million VND”.

In the coming time, the center will coordinate with the provincial Social Insurance agency to strengthen monitoring of changes in social insurance participation, ensuring transparency and accuracy; promote counseling, job referrals and vocational training support for unemployed workers, helping them quickly reintegrate into the labor market. It is expected that in August 2025, the center will provide counseling for 500 people, introduce domestic jobs for 70 workers and export labor or study abroad for 10 workers. The center proposed that the Department of Home Affairs advise the Provincial People's Committee to issue decisions related to functions, tasks and organizational structure, and request businesses to coordinate regularly in reporting labor fluctuations, in order to create more favorable conditions for the implementation of unemployment insurance policies and support for workers.

Unemployment insurance is not only a social security policy but also an important tool to help workers overcome difficult times, find new job opportunities and improve their professional skills, affirming its role as a practical "salvation", contributing to stabilizing life and promoting the development of the labor market.
